A parole is the release of ( a prisoner from a prison, or , -other correctional institution, . after he has served a portion 9 of his sentence. A person re leased on parole does not in stantly re-acquire all of his rights of freedom. He con tinues for a designated period of time under the continuing custody and supervision of the Board clt Paroles. If he vio lates any of -the terms and conditions of his parole, he may be returned to prison. Parole is a rehabilitative program for those prisoners whose total record indicates that they are ready for re lease under supervision. When, may a prisoner be considered for a parole? When he has served one fourth of his sentence. The office of the Board of Paroles sets up a file on each prisoner who is sentenced to our prisons cr road camps to serve a sentence of 12 months fit more. The case of each prisoner is then automatical ly reviewed when he has - served one-fcurth of his sen tence and thereafter at def inite intervals, depending up on the length of sentence. No application for parole is ne cessary or needed if the pris oner is serving- a sentence of , 12 months in length. All cases come up for re view automatically through an index card system estab lished by dates, so that each case will be given its turn iffor study. ,1-iWw /fjten ana .as signed to office investigators. A pris oner serving a sentence for life is eligible for parole consideration when he has served 10 years of his sen tence. prisoners with sentences of less than 12 months, other than exceptional cases, are generally not considered (for parole. I,- Are temporary leaves from . - prison ever granted? :■ (Temporary leaves from ' prison (usually called tem porary paroles) are granted t only in emergency situations -and under strict regulations. A leave of one to four days is sometimes granted when critical illness or death has occurred in a prisoner’s im mediate family. How long is a person un der parole? ' The parcle period is usual . ly from one to five years, but ' the minimum, by law, in every case, is one year. The Board of Paroles has the legal right to extend the pa role period beyond five years if it is thought that the pa rolee is in need of a longer period of supervision. At the time the parole is terminated, the parolee is granted a dis j charge which also terminates f the sentence under which he was paroled. In an effort to get an impartial, factual apprais al cf the entire situation, I joined with other members of Congress in legislation -to. cre ate a committee to act im mediately to present to the Congress its findings and rec ommendations. The resolution was brief, and is as follows: Whereas, the use of United States troops in Cambodia and increased air activity over North Vietnam have added a new dimension to the war in Southeast Asia, and Whereas, such use of mili tary forces of -the United States have become the sub ject cf intense debate in the Congress, and Whereas, the Congress to fulfill its constitutional re sponsibilities should have ac curate and detailed informa tion regarding the extent of the United States involve ment in Southeast Asia; Resolved that: (1) The Speaker of the House shall appoint a select committee of 11 members of the House, two from the Armed Services Committee, two from the Foreign Affairs Committee, and seven from the House at large and shall designate one member to serve as chairman, which se lect committee shall immedi ately proceed to Southeast Asia to investigate all as pects of the United States military involvement in, Southeast Asia. The selectj committee shall within 30> days of the adoption cf this* resolution report to the House j the results of its investigation.) (2) For the purpose of car-! rying out this resolution, thej committee is authorized to sit) and act during the present! Congress at such times and; places whether the House is J sitting, has recessed or has > adjourned. In House action, the mili tary authorization for the next fiscal year was approv ed. The 'total appropriation was $20.2 billion. Amend ments were offered to pro hibit (1) the use of any of these funds in Cambodia af ter Duly 1, 1970, and (2) or prevent the use of any oA these funds . for the . bombing cf Nfcfth Vietnam. Both amendments were rejected* by the House, but it is antici pated that the Senate will at tempt to include this langu age. Also, the House approved a supplemental appropriation bill for the fiscal year end ing June 30, 1970. This type legislation is necessary when unexpected expenditures in the various departments arise and the original appropria tion is not sufficient to carry cn the needed services. The figure approved was $5 bil lion, 760 million, which was a reduction of approximately $l6B million from the orig inal amount requested by the .administration. Now ...
