Spencer has been named vice president in charge of opera ‘ tions for all the 33 branches of the SIOO-million First Na tional Bank of Eastern North Carolina, it was announced at the bank’s central office in Jacksonville today. J. Hugh Rich, president of the system which operates in 21 cities from the Tennessee line to the coast, said Spencer also will serve on a five-man management executive com mittee which directs every phase of the bank’s activities. Spencer formerly was vice president and cashier of the $l2O -mill ion Birmingham Bloomfield Bank in Birming ham, Mich., having assumed the number two position in management when that bank had assets of only sl7-million in 1965. ■Prior to joining the Bir mingham bank, Spencer spent nine years with the S2O-mil lion Livonia, Mich., National Bank, where he rose from management trainee to assist ant vice president. In that capacity he was in charge of operating personnel, advertis ing, business development, purchasing and installment loans. Immediately before joining First National he was execu tive vice president of a bank management consulting and recruiting firm in New York City.
