fore insisting on the right-to
work provision remaining in
the law. Congressman David
Henderson of North Carolina,
chairman of the subcommit
tee on this subject, was the
chief proponent of this sec
tion of the legislation. All
North Carolina members vot
ed to sustain the House po
sition.
