was presented and accepted.
The Commissioners commend
ed Mrs. Goodwin, tax collec
tor, on the 92.25 per cent tax
collections.
Mr. Cartwright of Arrow
head Beach presented two
census forms to the Commis
sioners that had not been
picked up by census takers.
A lengthy discussion was
held.
A motion was made by C.
A. (Phillips, seconded by N. J.
George and duly carried that
an investigation and protest
be made to the proper offi
cials on 1970 population cen
sus of Edenton and Chowan
County. Chairman Leary ap
pointed C. A. Phillips to work
with him in this matter.
Chairman J. Clarence Leary
appointed N. J. George and
David T. Bateman on a com
mittee to study the schedule
of holidays and working
hours for county employees
and bring a recommendation
back at the August meeting.
W. F. iSessoms, district en
gineer of the State Highway
Commission, gave a report on
progress made on secondary
road projects. C. A. Phillips
asked Mr. Sessoms about pic
nic areas being established
on the roadside throughout
the county with tables and
trash cans. He agreed to pro
ceed with this request.
N. J. George made a re
quest that the State Highway
Commission have curbing and
guttering included in im
provements on Highway 32
near the new hospital.
John A. Mitchener, county
representative for AADA, pre
sented a resolution to the
Commissioners.
On motion of David T.
Batemdn, seconded by C. M.
Evans and unanimously car
ried that the resolution be
adopted. The Commissioners
highly praised Mr. Mitchener
.for his interest and effort in
this work.

of Commerce to provisionally
designate Gates, Chowan, Per
quimans, Pasquotank, Cam
den, Currituck, Washington,
Tyrrell, Dare and Hyde
Counties as an Economic De
velopment District.
Upon motion by David T.
Bateman and seconded by C.
M. Evans the Chowan County
Board of Commissioners vot
pd to adopt the following
resolution:
Whereas, this ten county
area of Northeastern North
Carolina is abundant in na
tural and human resources
and rich in potential, how
ever, its people have not
shared properly in the state's
and nation’s prosperity; and
Whereas, these ten counties
banded together six years ago
in a volunteer organization,
the Albemarle Area Develop
ment Association, in order to
study and understand their
common problems and poten
tials, and have continued to
work towards the proper
economic development of the
area; and
Whereas, the Governor of
North Carolina has recently
designated the same ten coun
ties as “Multi-County Plan
ning Region R”;
Now, therefore, be it re
solved by the Board of Com
missioners of Chowan County
in conjunction with the
Boards of Commissioners in
the other nine counties that
the Governor of North Caro
lina request of the Secretary
of Commerce of the United
States to provisionally desig
nate the counties of Gates,
Chowan, Perquimans, Pasquo
tank, Camden, Currituck,
Washington, Tyrrell, Dare and
Hyde as an Economic Devel

problems, to promote eco
nomic development and to es
tablish a framework for joint
city, county, state and fed
eral efforts toward providing
the basic facilities and ser
vices essential to its growth
and attacking its common
problems and needs on a co
ordinated and concerted
basis;
Be it resolved further, that
upon such provisional desig
nation as an Economic Devel
opment District, the Boards of
Commissioners in each of the
respective counties aforemen
tioned will investigate the
feasibility of establishing an
Economic Development Dis
trict Commission adhering to
the policies of the state of
North Carolina and the Unit
ed States.
Be it further resolved that
this request "for provisional
designation as an Economic
Development District should
be pursuant to Article 2 of
Chapter 158 of the North Ca
rolina General Statutes.
This resolution adopted this
the 7th day of July, 1970.

Chairman J. Clarence Leary
and C. A. Phillips gave a re
port on meeting with the
Grand Jury as requested by
them, relative to building a
Court House. The Commis
sioners stated, after present
ing their reasons for not be
ing able to build a Court
House immediately, the
Grand Jury understood the
Board's position. The Com
inlssiouers promised to give
serious consideration to the
matter and proceed with
plans when feasible.
Atwood Skinner, a Wilson
architect, appeared before the
Commissioners stating his in
terest in the Court House
building program when con
sidered. He was asked to in
vestigate air conditioning the
court room and if it can be
done without detracting from
the historic structure.

Bateman, seconded by C. M.
Evans and duly carried ap
proving the following mem
bers to serve on the Health
Planning Committee of AADA
as recommended by chairman
of Health Planning Commit
tee AADA.

for rural fire protection.
On motion of N. J. George,
seconded by C. A Phillips
and unanimously carried that
the county participate in
■Law and Order Association as
recommended by Sheriff Top
pin.
The chairman appointed C.
A. Phillips to work with
Sheriff Toppin and Social
Services Department relative
to complying with jail regu
lations.
A letter was received from
Department of Interior stat
ing that the Court House has
been officially named as a
national historic landmark.
Bids were opened on a car
for Sheriff Toppin. Action
was delayed until prices
could be obtained from the
State Surplus Property
Branch.
Upon recommendation of
Murray Ashley, Civij Defense
director, the Commissioners
unanimously agreed to send
one person to a dive day
training school on riot con
trol.
On motion of C. A. Phil
lips, seconded by David T.
Bateman and unanimously
carried that department re
ports be approved.
