M. at the Bdenton Municipal Bufjdtaf' Members present: Mayor George A. Byrum, James C. Daik J. D. Elliott, Leo Katka vec£ W. H. Hollowell, Jr.. DavM G. White and Clyde HollMrell. Mayor Byrum called the meeting to order and Coun cilman W. H. Hollowell gave the invocation. Chief Parrish invited mem bers of the Council and the Administrator to attend thq Yneeting of the Albemarle Law and Order Association on September 9, 1970 at 8:30 P. M., at Nags Head. Mem bers of the Council present indicated their desire to at tend this function. Motion by W. H. Hollowell, seconded by J. D. Elliott, sec onded by Clyde Hollowell. unanimously carried, accept- IB CHOWAN HERALD, EDENTON, NORTH CAROLINA, THURSDAY, SEPTEMBER l#i 1978. ing a petition for sidewalk construction on Albemarle Street: Whereas, on the 11th day of August, 1970, the property owners on that portion of Al bemarle Street lying between Granville Street and Broad Street filed with the Town Clerk a petition for improv ing said street in the follow ing manner: A sidewalk four feet in width on the North side of Albemarle Street from Granville Street to Broad Street be paved with a sub stantia! hard surface pave ment, and Whereas, the Town Clerk has certified to this Board that said petition is sufficient in all respects, the same hav ing been duly signed by a majority of all the lineal feet of frontage of the lands abut ting upon the street or portion Os a street above described: Now Therefore, be it re solved by the Town Council of the Town of Edenton: 1. That the above mentioned petition is found to be suffi cient in all respects. 2. That that part of Albe marle Street lying between Granville Street and Broad Street be improved in the fol lowing manner: A sidewalk in the area described above un der and by virtue of Section 160-78 of the General Statutes of North Carolina, 1943, as amended and the procedure thereunder. 3. That fifty per cent of the total cost of said improvement be hereafter assessed upon the lots abutting directly upon the street or portion of the street described herein, exclusive of so much of the total cost as is included in improving the street intersections, according to the extent of their respec tive frontages by an equal rate per foot of such frontage. 4. That the assessment here in provided for shall be pay able in cash or if the property owner should so elect and give notice of the fact in writing to the Town Clerk in accordance with the provisions of Section 160-92 of the Gen eral Statutes, 1943, as amend ed, he shall have the option and privilege of paying the assessment in 10 equal annual installments. Said installment to bear interest at the rate of six per cent per annum. 5. That this resolution shall be published in The Chowan Herald on the 10th day of September, 1970. Administrator Gardner in formed the council that the re-certification request for the Town’s Workable Program has been submitted to the Depart ment of Housing and Urban 'Development on August 4, 1970, and was hopeful that this would be forthcoming in the very near future. The Administrator informed the Council that requests for insurance bids had been mail ed to various Insurance agen cies in town and that it would be necessary to meet some time on August 26 or 27 to award these bids. He further informed the Council that the water and sewer project bid would be received on August 27 and that the project would commence soon thereafter. A letter from the N. C. Highway Commission request ing certain changes in the street system of the Town was read and it was approved by the Council to change the signs and school flashers on Oakum Street to standards re quired by the Highway Com mission. Motion by Dail, sec onded by White, unanimously carried objecting to the re moval of parking on Gran ville Street from Queen to Carteret and requesting the Highway Commission to main tain parking in this area. Motion by Dail, seconded by Hollowell, unanimously car ried, approving the following speed changes: Speed limit on Granville Street from Queen to Virginia Road be changed from 25 mph to 35 mph. Speed limit on Qakum Street from Church to U. S. 17 be changed from 25 mph to 35 mph; it was further requested that the 25 mph would be in effect from 8 to Q o’clock in the morning and from 3 to 4 o’clock in afternoons in the area adjacent to the schools on North Oakum Street. It was decided by the Coun cil upon recommendation by the attorney and the admini strator to proceed to clean up Hobowsky lots as far as the law would permit and to charge this work to Mr. Ho bowsky. Motion by Dail, seconded by ■ Katkaveck, unanimously car ried, awarding the bids for the furnishing of new street signs for the Town to Southeastern Safety Supply Co. It was further directed that the signs should be blue background with white lettering and the mayor appointed Councilmen White and Clyde Hollowell to work with the administrator on the erection and proper wording of the street signs. A re-zoning request for property located on .‘he east side of Broad Street from the Sunoco Station to Albt marie Street and property located on West Carteret Street was pre sented to the Council. On mo tion by Clyde Hollowell, sec onded by Elliott, unanimously carried calling for a public hearing to consider this re zoning request at the next regular council meeting to be held on September 8, 1970. The Planning and Zoning Commission have recommend ed to the Council that the re quested changes be adopted. Motion by Dail, seconded by White, unanimously carried, approving the following reso lution: Whereas, this body is genu inely interested in the de velopment of Northeastern North Carolina and particu larly the Albemarle area and is further desirous of assur ing adequate public transpor tation to and (from the area; And whereas, this body considers that it is absolutely necessary for the future de velopment of the area that adequate scheduled commer cial air service be afforded; And whereas, the only such service afforded to that por tion of Northeastern North Carolina lying to the East of Rocky Mount, N. €., and New Bern, N. C., is afforded by Piedmont Aviation, InC., at the Elizabeth City - United States Coast Guard Joint Use Airport near Elizabeth City, N C.; And whereas, Piedmont Aviation. S. Coast Guard Joint Use Airport Be it further resolved that Piedmont Aviation, Inc., may be assured of the continued cooperation of this body in the development of further usage of the scheduled com mercial air service to and from the foregoing airport. Motion by W. H. Hollowell, Jr., seconded by Elliott and unanimously carried, that the Council request the Post Of fice Department to survey the numbering of houses in the Town of Edenton to correct the same. This is to include the newly annexed area. The Council pledged its whole hearted support in accom plishing this renumbering. ( Mr. L. F. Amburn, Edenton Housing Authority, explained to the Council that possession of all the sites would be ac complished by August 25, 1970 and that bids for the construc tion of the project would be requested soon thereafter. Motion by Elliott, seconded by White, unanimously car ried, approving E&W bills in the amount of $36,542.66 for payment Motion by Dail, seconded by Clyde Hollowell, unanimously carried, approving Town of Edenton bills in the amount of $41,357.13 for payment. Councilmen Dail, Elliott and White reported on their trip to the recent EPIC meeting in Southern Pines and Mayor Bynun congratulated them and Supt. Hines for attending. The Mayor requested Coun cilman White, Attorney Earn hardt, Administrator Gardner to assist him and meet with the property owners on Vir ginia Road and their attorney to discuss right-of-way prob lems. Motion by Dail, seconded by W. H. Hollowell, unanimously carried, appointing Tom H. Shepard to a three-year term on the Chowan Hospital Board of Trustees commencing Oc tober 1, 1970. Motion by W. H. Hollowell, seconded by Elliott, unani mously carried, appointing the mayor to represent the Coun cil in appointing further trus tees to the Hospital BoanLmu It was decided by the Coun-f cil not to open the sanitary landfill to any prospectifs users for the next 30 dafs and that the landfill should be locked 24 hours a day. dhere being no further biui ness, the meeting adjourned.- W.
