i RIGHT TO NEGOTIATE, NOT TO STRIKE
! PUBLIC VS. PRIVATE BARGAINING
There is a vital difference between public and private
employment bargaining.
In the private hector employees have the right to strike
and employers are empowered to “lock out” as the ulti
‘ mhte terminal points in disputes.
1 In the public sector, negotiation between government
and its employees is and must be different.
Government employees do not have—and in the nature
of government employment, should never have—recourse
to the strike as a weapon against the government. Nor
should government officials have the freedom, or the
power to “lock out” government employees in order to
bring econofhic pressure to bear on them.
Governments at each level, in most cases, have been en
lightened employers and have kept salaries comparable
to the private sector.
Duly elected representative bodies have the sole right
and responsibility to raise and appropriate revenues for
all government operations including the salaries of gov
ernment employees. Any process which counteracts or in
terferes with this democratic system must be rejected.

Fellowship Hall Opens For Alcoholic Service
An organization unique in
North Carolina was dedicated
in Greensboro on Wednesday.
It’s called Fellowship Ball,
and is located on 41 acres of
land north of the Gate City,
just off V. S. 29.
Fellowship Hall is a non
profit, tax exempt corpora
tion which will offer the
problem drinker a program of
recovery.
Dedication ceremonies for
the half-million dollar struc
ture took place on December
14 at three o’clock In the af
ternoon, with an outstanding
alcohol researcher as the
speaker. George Strachan of
Canada has done internation
ally recognized work and
writing in the alcoholism
field, and is currently a con
sultant to the Provincial Gov
ernment of Alberta on Alcohol
Problems.
Strachan addressed himself
to alcoholism, a treatable ill
ness, and explored practical
programs of recovery for the
problem drinker.
It is not a hospital or sani
tarium, but a center oriented

lem. Fellowship Hall has ae
its basic therapy the highly
successful principles of the
Alcoholics Anonymous pro
gram, but subscribes to the
concept of the team approach
including physicians, psychia
trists, psychologists, sociolo
gists, the clergy and other
persons concerned with prob
lem drinking.
The basic stay is four weeks
but the staff may grant addi
tional therapy where required
Know Your Social Security
Social security beneficiaries
periodically receive notices
that require assistance from
the social security office. The
majority of these contacts can
be handled by telephone.
A recent study Indicated
that many of the beneficiaries
in the Chowan area lack
means of transportation, and
must rely on friends, bus, or
taxi for. traveling. This cre
in special cases. Men from
any area who are ambulatory,
coherent and willing to co
operate with the program
may be admitted from 8 A. M.
until 6 P. M. seven days a
week.
Fellowship Hall was con
structed by funds contributed
by individuals and founda
tions. It will operate on a
break-even fee basis neces-'
sary to survival of the facil
ity. Fellowship Hall is not
affiliated, or in competition,
with any other facility or
ates a burden on the person,
not to mention the added ex
pense for bus or taxi fare.
Although there are some mat
ters that cannot be completed
by phone, these are very few
and a phone call in most in
stances is sufficient.
Social security beneficiaries
are not the only ones who can
do their business by using
the telephone. Anyone plan
agency, but will cooperate
with all. It is also unique in
the ways of corporations, in
that its board of directors re
ceive no personal expense al
lowance or salaries.
