Scott by Proclama tion dated March 13, 1972, has called a State bond elec tion to be held in each county Q? the State of North Caro lina on SATURDAY, MAY 6, 1972 at which the question of the issuance of , $150,000,000 State of North Carolina Clean Water Bonds and the question of the issu ance of $2,000,000 State of North Carolina Zoological Park Facilities Bonds will be submitted to the qualified voters of the State of North Carolina, which questions shall be voted on separately. The issuance of the Clean Water Bonds and the Zoolog ical Park 'Facilities Bonds has been authorized by Chapters 909 and 953, respectively, of the 1971 Session 'Laws of North Carolina, subject to a favorable vote of a majority of the qualified voters of the State who shall vote on each question in said election. The polls for said election will be open from 6:30 A M. to 7:30 P. If.; provided, how ever, that at voting places at which voting machines are used the County Board of Elections may permit the polls to remain open until 830 P. M. The other solution—putting the new court house on the watenfront is one way of say ing: put the building in the hurricane flood district, join* ing the new administration, police and library buildings already there. 1 recall (the late George Folk telling me that in his time he had seen the hurricane flood waiters lapping the intersection of Broad and King Streets. It would seem unwise tc add any more public buildings to that flood area and have more governmental headquar ters knocked out, at a (time when needed most. The county and town should cooperate to the fullest ex tent possible in planning all their facilities, to itheir mu tual benefit. Unless this is done, based on some central ized plan, the various ac tivities of town, county, busi ness and social life become sprawled out in every direc tion, much like “Topsy grow ed,” with resultant delays, in convenience, frustrations and confusion. We should consider all of our pressing needs, not only to stay abreast of our cqntem poraries, but to forge ahead to make this county and town an outstanding spot, having great appeal for those living here, those coming here tor business or pleasure and for those who search the country over for “just that right place” for their business or their retirement. Now back to vital needs: 1. We need and must have soon a new working court house. 2. An ample parking area, centrally located, is badly needed to survive. The shop ping centers, malls, plazas prove this. 3. The local shopping business district was fine in its day, but definitely obso lete now. 4. The Swain school build ing has been approaching ob solescence for 6eme years. I would suggest calling the new divided street with the green between, running from Edenton Bay up to Church Street "Colonial Court Street.” When considering this plan, or any other, while the whole plan should be coordinated, each segment should be handled separately, based on urgency and financial possi bilities, giving serious study to the wide range of federal and state grants. With proper presentation, it la probable at least one can be secured for each project undertaken. Also, the larger foundations, the Ford Foundation among them, are very liberal in as sisting in community cultural advancement and upgrading rural communities in gen eral. RALPH VAN MATRE.
