ü ßy Buff" In Planning Area
Mrs. Louis J. Fisher, the former Miss
Ethel McMullan, now of High Point,
sent the following letter last week:
“Dear Buff: Aunt Ethel said ‘Write
to Mr. Bufflap and tell him to renew
my subscription to The Chowan Her
ald. ‘Aunt Ethel’ is Mrs. Frank Bond
who you will remember left Edenton in
1934 to make her home with me in
High Point. Up until six or seven
years ago she visited in Edenton and
Nags Head every summer, but after
that the trip was a little too strenuous
(she’ll be 95 in December) —though she
did get back for a short visit in the
summer of 1971. She has kept up with
the progress of Edenton through The
Chowan Herald and doesn’t want to .
miss a single copy, so I am enclosing a
check for $4.16 for renewal. My very
best regards to you and Hector Lup
ton.”
It was shortly before Mrs. Bond left
Edenton that The Chowan Herald pur
chased its major piece of office equip
ment from her—a desk which even had
drawers.
o
Getting fish hungry? Well, with the
cooler weather upon us, the Methodist
Men’s Club will begin their pickled her
ring breakfasts. The first one of the
season will be held Saturday morning
at the church from 7 to 9 o’clock and
the “cooks’’ say customers may eat as
much as they can for a buck and two
bits.
Last Sunday was celebrated as World
wide Communion Sunday, so that the
churches throughout the world observ
ed the Lord’s Supper. In one instance,
I’ve been told, it was decided to use
real wine instead of grape juice. And
in order not to conflict with other
church activities, a few women went to
the church about 9 o’clock Saturday
morning to make the preparations,
which doesn’t take very long. How
ever, at 11 o’clock the women were still
there but were invited to leave. If they
hadn’t left, no doubt bread would have
been the only ingredient left for the
Communion service. Then, too, if the
word gets around that real wine is be
ing served, there’ll probably be some
of the “winos” taking Holy Communion.
In several sections of Edenton some
old shacks have been and are being
torn down, in the hope that eventually
some low rent houses will take their
place. But whether or not new houses
will be built on the sites, the appear
ance is greatly improved with the old
shacks gone. Who says Edenton is not
progressing?
CAMP REPORT
Continued from Page 1
fall recreational season. During stor
age, natural biological oxidation re
duced the biodegradable organics by
about 80 per cent.
Paessler said that at an August, 1970,
hearing on the Chowan River Basin con
ducted by the State Water Control
Board, the North Carolina office ot
Water and Air Resources recommended
that Union Camp install additional
waste treatment facilities and re-evalu
ate its discharge schedule. Following
this hearing Union Camp undertook
engineering studies aimed at improving
the handling of the effluent from the
plant.
“Our board has granted approval to
Union Camp to implement the treatment
program resulting from these studies
incorporating our suggestions and those
of North Carolina,” he added. While
storage provides for a significant reduc
tion of polluting constituents in the
waste waters, Union Camp studies were
directed at enhancing this reduction
Paessler explained that the . board
mechanically, he said,
approved additional facilities now being
constructed at Franklin consist of a
clarifier or settling basin, in the upper
of the four ponds, and aerators in the
second pond. The clarifier will allow
more rapid removal of solids. The
solid material will be deposited as land
fill in ponds where it cannot get into
the river.
Liquid effluent from the clarifier will
flow into the second pond where 11
new aerators will speed up the micro
biological actions necessary to the
breakdown and reduction of the organic
pollutants which formerly reduced the
dissolved oxygen of the river. From
this point the system will operate as it
has in the past with the effluent stored
in the main holding pond.
However, as directed by the State
Water Control Board, waste releases
will take place only during the winter
months of December, January, Febru
ary’ and March and will be concluded
i prior to the spring herring run.
[ “Union Camp has provided us with
a constant flow of data from their pol
[ lution control research and river stud
i ies. The close and constructive com-
I munications between that firm and the
. Board over a period of many years has
i added significantly to the available
. knowledge in the field,” Paessler con
cluded.

GATESVILLE—For the second time
in recent months. Gates County com
missioners have voiced their approval
to remain in the 10-county Albemarle
Area planning Region R. Their latest
action came Monday on a proposal to
establish a new state planning region
with five counties.
Earlier, efforts were made to get
Gates to join with counties in .Region Q.
However, the commissioners decided it
would be in the best interest of the
county and its citizens to remain as part
of the Albemarle Area.
The new region would have consisted
of Bertie, Hertford, Northampton, Hali
fax and Gates. These counties are now
in Regions L, Q. and R. In addition to
Gates, commissioners in Halifax and
Bertie counties indicated they do not
wish to participate in the move.
The action left only Hertford and
Northampton counties from among the
five involved in the proposal with ap
proved resolutions -endorsing the move.
Chairman Lamar A. Benton of the
Gates County commissioners, instructed
Tazewell D. Eure, clerk of the board,
to write a letter to Dr. Lee H. Ham
mond, deputy secretary. State Depart
ment of Administration, stating Gates
County’s decision.
Dr. Hammond had written the com
missioners earlier asking for a decision
prior to an October 9 meeting in Ra
leigh.
The letter from Gates explains “the
county is recovering from a recent
hassle on movement of regional boun
daries” and “it seems best to remain in
Region R.”
Board Meeting
Although the joint Landfill Project
is in the final stages, an important ques
tion was brought up at the meeting of
the Chowan County commissioners Mon
day morning by Commissioner N. J.
George. It concerned taxation of the
project.
He stated that he did not consider it
fair for the people of Edenton to pay
for town collection, and yet be required
to pay for services extended to the
county outside of the town as well.
Along this line, he said, he had seen no
finalization by the planning committee.
Chairman C. A. Phillips, however,
stated that the matter had been settled
and some instances the funding may
?e?m discriminatory, but why reopen
the matter. The auestion presented by
George was left hanging at that point
without further comment.
Three fuel oil bids were presented
to board from the B. P., Leary and Con
ger companies. The Leary company
was the winning bidder with kerosene
at a price of 14.65 cents per gallon,
number two oil, 13.79 cents per gallon,
and* number three oil, 13.29 cents per
gallon.
The county commissioners approved
an expenditure of about $215 to include
Chowan County in a one-page advertise
ment in the centennial edition of the
Daily Advance in Elizabeth City, as out
lined by Ray Ward. The special edi
tion is planned to include pages devot
ed to each county of the ten county
Albemarle Area. The Chowan County
page will include a brief history as well
as landmarks, industries, and recrea
tion. It will be designed to serve not
only as a souvenir, but historical ref
erence as well, reported Ward.

Grant Approved
Dr. Edwin West, superintendent of
the Edenton-Chowan Schools, reported
at the board of education meeting Mon
day night on the acquisition of a
$29,000 grant from the federal govern
ment.
The program centers on the woman
as wage-earner and homemaker, teach
ing the students the essentials of cook
ing, homernaking and sewing. Mate
rials are presently being acquired from
individuals and businesses in the area.
Due to a hold-up on the part of the
federal government, the grant, money
has not been received. However, the
program is currently being carried lo
cally until the money arrives.
Assistant Supt. Cecil Fry also pre
sented grant monies to establish a weld
ing class in IhQ school system. He stat
ed it was an important occupational
course in providing training for jobs in
shipyards and other industries. He had
earlier reported on the success of an
other such welding program, and has
stressed the importance of trying to
• establish this sort of course. „
In addition an across-the-board grant
1 of $6,251 for the Title I program was
received. It will be centered primarily
! at Swain Elementary School.
October 22-28 has been designated as
. Education Week, stated Dr. West, and
. a full week of activities is being plan
> ned. Included in the events win be a
s bus tour of the school system by civic
> and government leaders, radio pro
. grams, concerts, occupational demon
strations, and athletic exhibitions.
