Thursday, January 18,1973. Postal Service i Report Is Given Postmaster General E. T. Klassen has announced that i postal revenues, fees and ‘ income for the first year of the U. S. Postal Service provided 84 per cent of total costs. The increase is up from an average 80 per cent for the three-year period 1969-71. It meant that the Postal Service - in its first year of reorganization - required $1.3- billion in a direct Congressional appropriation, down 34.8 per cent from a high of $2.08-billion in 1971. “We have pursued two major .* goals: Improve the quality and reliability of mail services and reduce costs,” Klassen said in submitting the first annual report to the Board of Governors since the Postal Service was created July 1, 1971, with a mandate to be self sustaining by 1984. Revenues totaled $7.8-billion in Fiscal Year 1972, up 18.3 per ~ cent from 1971 while operating ' expenses amounted to $9.5- billion, up 6.3 per cent. Creel Warns About Trenching RALEIGH--Last week’s heavy snowfall in North Carolina will make trenching and other excavation work unusually hazardous during the next several weeks. State Labor Commissioner Billy Creel has warned. “Melting snow and ice will make the ground soggy all over the state and will greatly increase the danger and probability of cave-ins on all excavation projects,” Commissioner Creel pointed out. “For this reason, both supervisors and workmen on these jobs should take every i possible precaution and adhere strictly to safe trenching * practices.” Creel said that if any person needs information on safe trenching and excavation practices, the N. C. Department of Labor will be glad to provide it. "Any trenching job can be made safe by following the correct sloping and shoring practices,” he added. “For years, we have been distributing many thousands of copies— of. informational Juliet** on this subject to fontraqtpft gnd other people in the construction industry. Yet workmen continue to be killed needlessly in trench cave-ins because someone has taken a chance and neglected to follow 1 the sound, proven, and readily available information on safe | trenching practices.” Commissioner Creel urged everyone needing expert advice on safe trenching methods to l call or write to the N.
