jhureday, May 17.1973 Proceedings Os The Town Council 'The Town*Council of the Town of Edentorv met this day In regular session at 8 P.M. in the Edenton Municipal Building. Members present: Mayor George A. "Byrum, James C. Dali, David G. White, Clyde Hollowell, Roy L. Harrell, and W. H. Hollowell, Jr. Mayor Byrum called the meeting to-order and Councilman Harrell gave the invocation. "The department reports were reviewed. Councilman Oail complimented the Street Department on the collection of flash. A request from Mr. John E. Roberts that Mr. John Simmons be alldwed to use his franchise was read to the Council. Motion by Clyde Hollowell, seconded by W. H. Hollowed, unanimously tarried granting this request. i A progress report was given by the administrator on the Eden Heights drainage project stating that a right of-way , agreement had been prepared and presented to Mrs. E. L. Ward but that due to an unfortunate accident to Mrs. Ward the paqer had not been executed. It was also *sported that no bidders Hep. Vernon James Reports The closing days of this session are upon us. We are now trying to wind down and have set May 18 as our adjournment date. To date, 531 bills have been ratified, making them law. .House Bill 1101 has been introduced which would appropriate $600,000 to the N. C. Drug Authority for specific purposes. The drug authority would be required to contract with the N. C. Department of Mental Health for implementation with the department being required to produce a plan for expenditure constant with the state plan for Drug Abuse Prevention. The department may spend up to $25,000 for administrative expenses, but all other funds are to be granted to local mental health authorities on a matching basis. The basis for matching is: (a) counties under 30,000 population, for the first $2,000 of state funds, the ration is $2 of state funds to $1 local. Mr. Bill Cozart and Mr. Wendell Copeland-objected to the placing of the ditch behind their respective properties and also questioned those present on the exact, location of the ditch, depth, etc. The possibility of a public hearing on this matter was discussed by Councilman Harrell and Major Byrum explained to the audience that this project had been approved with the location of the ditch adjacent to Morris Circle and Albemarle Court and that the Town 1 would proceed along these lines unless the Council would vote to take other action. No other action Was taken at this time but it was understood that as soon as a bid could be obtained the Council would be informed for any further action they might want to take. Mr. Bill Ferris, Division of Community Services, presented a Community Appearance Survey report to the Council along with recommendations as to how to protect the esthetic qualities of the Town of Edenton and to improve on same. A detailed copy of the report will be available in about two weeks. Administrator Gardner reported A House and Senate Joint Resolution urges TV stations and networks to refrain from showing obscene, profane or indecent program material and requests vigorous federal prosecution against same. Urges | Federal Communications Commission to forbid showing on TV unedited X to R rated movies which are harmful to minors, and to monitor edited versions to insure that they do not offend prevailing community standards. House Bill 1306 provides additional to the Department of Motor Vehicles for 50 additional highway patrolmen. At the present time there is about one trooper for every 500 miles of highway in North Carolina. This bill was sent to Appropriations Committee. We are very honored to have in our district the Fred S. Spencer family of Creswell, in Washington County. The Spencer family was selected as the Farm Family of the Year in North Carolina. that the sidewalk reconstruction in front of Holmes School from Freemason to the Fire Station was virtually complete and that there had been very little requests for additional work, other than by Mr. i Leroy Haskett and Mrs. Mildren Satterfield. Mr. John Graham suggested that some work be done on the sidewalks on West Church Street. The Major requested the Public Committee to proceed to get further information on this matter in the very near future. The administrator reported to the Council on the progress of negotiations for construction of a new armory and the acquiring of the old armory for the Recreational Program. A meeting with Major McPhaul of the N. C. National Guard had been held and a suitable site had been found at the Edebton Airport. The Finance Committee was requested to work with Mr. Gardner to ascertain if there is any interest from Chowan County to participate in this acquisition and to report to the Council. Mr. Gardner recommended the hiring of Mr. Jim Overman for Recreational Director. Motion by James C. Dail, seconded by David G. White, unanimously carried approving the recommendation and directing the hiring of Mr. Jim Overman for Recreation Director for the Town of Edenton. A request ot pave and curb Gramby Street was presented. Motion by W. H. Hollowell, Jr., * Weather Info Now Available The Coast Guard has initiated a new service to recreational boaters and other mariners. The National Weather Service has made available for Coast Guard use a one minute time slot on their continuous VHF FM weather broadcasts. These spot announcements will normally be heard on the 5 A M. to 8 A M. EDST schedule and will include important search and rescue information, Notice to Mariners, Boating Safety Tips, and other items of interest to the recreational boatmen and other maritime interests. Matters of an urgent nature will be broadcast as they occur and will not be limited to the schedule. The broadcasts will emanate from the National Weather Service offices at Washington, D. C., Baltimore, Norfolk, and Wilmington, N. C. on the weather channel frequencies 162.40 or 162.55 MHz(VHF-FM). METHODIST TOPICS Rev. E. L. Earnhardt, pastor of Edenton United Methodist Church, has chosen his sermon topics for Sunday. “Feet of Clay’” is the topic for the 11 A.M. service and is taken from Daniel 2:31-35. “Look Ma, No Hands” will be the topic for the evening service and is taken from Matthew 23:1-12. Street improvements consist of paving and curbing. The Town Council will hold a public hearing at 8:00 P. White, unanimously carried approving the following resolution: PRELIMINARY ASSESSMENT RESOLUTION TO PAVE AND CURB AN ADDITIONAL 250 FEET ON PAXTON LANE Administrator Gardner presented the cost of the paving of Oakdale Drive assessment figure of $1.48 per foot. Motion by Roy Harrell, seconded by David G. White, unanimously carried adopting the Assessment' Roll and calling for public hearing June 12,.1973. A report was given to the Council that a negotiated bid of SIB,OOO had been received for the curb and gutter and drainage work on Granville Street. Bunch, chairman of the Chowan Soil and • Water Conservation District. “Changing Challenges”, the theme of this year’s observance, invites you to increase your understanding, expand your perspective, and consider your responsbility to Letter To The Editor Dear Sir: As a practicing physician in North Carolina since 1949, I wish to share with you my concern for the many tactical obstacles being used against the East Carolina University Medical School concept. There is a shortage of physicians in North Carolina today and the 166 North Carolina students in the three existing medical schools are not going to supply the needs of today or the future. I believe that the answer to the doctor shortage is for the State of North Carolina to build another state supported degree granting school to produce high quality physicians trained primarily for family medical care. The Board of Governors repeatedly calls attention to the so called objective studies they have launched. Out-of-state r consultants have been called in 1 to North Carolina to spend a few ! hours or a few days and they are supposed to tell us what we need ■ better than we can decide for 1 ourselves. The latest list of ’ consultants are five in number. ; The only one of these 1 consultants who represented a new medical school in New Mexico has resigned from the committee. Another heads Meharry Medical School in ' Nashville, Tenn. that receives 1 North Carolina dollars to admit 1 black North Carolina students. I Another member of the ’ committee heads a state school 1 in Virginia that has been a foe of 1 a new medical school in the Norfolk area. Another member of this committee who 1 know by the State Higntoay Commission. The administrator was directed to contact Highway Commission to get their approval of the contractor for this undertaking. Consideration of the 1973-74 Budget was discussed. The administrator Informed the Council that Department Heads would receive Budget information in the 1 very near future and meetings with the Finance Committee would be arranged thereafter. The Position- Pay Classification -Plan would be available for Council's consideration during the second week in June and the Mayor requested the Finance Committee to \ continue consideration on the request to Chowan County f for financial assistance to the areas of Fire Fighting and Police t Communications. A request from Eden Press for leasing a portion of the cinderblock building adjacent to the training building at the base was presented to the challenges and changes of the world around you. In the United States, the soil stewardship origin goes back to the Rogation Days, which were first observed in the neighborhood of Vienne, France more than 1500 years ago. Bad weather and earthquakes had brought about crop failure and wide-spread hunger. The Bishop of Vienne called for prayer and penance on the three days preceeding Ascension Day. The people responded, and asked God for help in their. personal.y, comes out of a New York private school and maintains a very close relationship with one of our private medical schools. •Another is also from New York and is in charge of a community medical program running store front clinics in Harlem. I don’t believe that these men can tell the people of North Carolina, it’s Board of Governors, or its legislature what is best for the people of North Carolina. I object to a committee of this type and I oppose their efforts to give us their answer that we do not need. The people of North Carolina know they need more doctors already and another State supported institution is the only way to fill this need. Let’s call for the Board of Governors to listen to the people of North Carolina and stop wasting time and money, but proceed to expand the East Carolina University Medical School to a full degree granting instition, adequately funded to turn out high quality practicing physicians. I believe that the Board of Governors is stalling and that the people must eventually turn to the General Assembly. Sincerely, William J. Beginning in 1954, , the National Association of Soil ' and Water Conservation Districts accepted the 0 responsibility of sponsoring Soil Stewardship Sunday, and undertook to encourage a nation-wide observance. In 1956, recognizing a possible , conflict with the observance of ■ Rural Life Sunday, which was on the calendar of many churches, Soil Stewardship Sunday was changed to Soil : Stewardship Week. The Chowan Soil and Water i Conservation District and some i 3,000 companion Districts ’ throughout the nation along i with their Stale and National ' Associations are sponsoring the event, May 27-June 3, for the ; 18th consecutive year. : Local churches of all faiths are co-operating with us in the i presenting of Soil Stewardship ■ Week.
