Thursday, May 24,1973 report U.S. Senator FROM . a li JESSE ★★ ■helms WASHINGTON—One day last week I received a letter from a wise and perceptive North Carolina Democrat who wonders if the attention of the American people is not being "intentionally diverted” from the economic crisis which ought to occupy top priority in the minds of all citizens. "I know it’s not fashionable,” he wrote, “for anyone to say a charitable word about President Nixon. The news media are not telling us anything about anything except Watergate. As a result, the people are paying no attention to what the Congress is doing in the area of federal spending.” _ He went on to say: "President Nixon was elected over whelmingly in 1972, I believe, largely as a result of his pledge to reduce federal spending, so that inflation could be halted, and eventually so that taxes could be cut. But despite the President’s efforts, certain Senators and Con gressmen appear determined to block Mr. Nixon’s attempts -to cut out the wasteful and inefficient federal welfare pro grams, thus driving us more deeply into debt and inflation.” . SMOKESCREEN?—The gentleman suspects that much of the furor over Watergate may be a “smokescreen” to hide the fact that the Congress is spending the people into bankruptcy. : For my own part, I hope this is not the case. I favor cleaning up all corruption, and rumored corruption, in American politics. I think the courts should throw the book at all who have broken the law. But, as I have said from the very beginning, all corruption—on both sides—should be hauled out into the light of day, not just one side. At the same time, I feel that Congress, both the Senate and the House of Representatives, ought to face up to obvious failures of the legislative branch—the failure, fof example, to keep federal spending in line. I heard a prominent Senator, a gentleman for whom I have great affection, boast recently that he had never voted to increase the federal debt limit. I believe the gentleman. At the same time, I have watched him sit on the Senate floor and vote for almost every expensive federal authoriza tion and appropriation that has come up. He has-also been very vocal in his criticism of President Nixon because the President has refused to spend money appropriated by Congress that, in the President’s view, could not be spent wisely. IMPOUNDMENT—CaII it "impoundment” or what you will, SOMEBODY has got to cut federal spending. Other wise. inflation will continue; further devaluations of the dollar are inevitable. And people will never have any hope of tax relief. As of May 10, the federal debt was $457,063,248,120.97. The interest alone on the debt, as I have frequently mentioned, is costing the American taxpayers more that $40,000 a minute! It is important to get the Watergate mess cleaned up. 1 still question the notion that the Senate was justified in i spending a half million dollars on a one-sided investigation when the Senate already had committees, personnel and facilities to do the job. I also believe that corruption on both sides of the political aisle should be investigated. But as the North Carolina Democrat wrote to me, wo should not allow other matters to be obscured, either intentionally or unintentionally. We should not be willing t" leave a heritage of bankruptcy to succeeding generations D'ur youhg people deserve better than that.
