Page 2-B Minutes County Commissioners The • Board of County Commissioners, met in regular session Monday, December 3rd, 1973 at 9 o'clock A.'M. with all members present: C. A. Phillips, C. M. Evans, David T. Bateman, N. J. George, Alton G. Elmore. Commissioner Evans gave the invocation. The meeting was called to order, and the floor was open for nominations for Chairman. C. A. Phillips and Alton G. Elmore were nominated. The vote was split; the setond ballot was unanimous, and C. A. Phillips was elected Chairman. Chairman Phillips called for nominations for Vice Chairman. David T. Bateman and Alton G. Elmore was nominated. The vote was split the second ballot was unanimous, and David T. Bateman was elected Vice Chairman. On motion of Commissioner Evans, seconded by Commissioner Elmore and unanimously carried, that Bertha B. Bunch be reappointed Clerk to the Board. On motion of Commissioner George, seconded by Commissioner Evans and unanimously carried, reappointing John W. Graham as County Attorney. On motion of Commissioner Bateman, seconded by Commissioner Evans • and unanimously carried, approving the minutes of the previous meetings. John Taylor appeared before the Board requesting consideration in making space available on second floor of Shepard-Pruden Library for use bf the Library. No action was taken. Dr. Edwin West, after giving a report on Edenton Chowan Schools, requested a bookkeeping machine; this machine is capable of doing other County work. On motion of Commissioner Bateman, seconded by Commissioner Evans an unanimously carried, authorizing Dr. West, Superintendent of Edenton.Chowan Schools, to purchase the bookeeping machine, to be owned by the County and maintenance to be borne by the School Board Budget Mr. Bost, representative of R. F. Shoup Corp , demonstrated a voting machine. After the demonstration and lengthy discussion, a motion was made by Commissioner George, seconded by Commissioner Elmore, that voting machines be purchased as to the brand and number recommended by the Election Board Chairman. Three voted "yes"; one voted "no". On motion of Commissioner George, seconded by Commissioner Bateman and unanimously carried, that Edenton Chowan Schools Budget be amended within their budget for buses. On motion of Commissioner Elmore, seconded by Commissioner Bateman and unanimously carried, agreeing to use 510,000 of Revenue Sharing money to continue upgrading of the County Office Building. On motion of Commissioner Elmore, seconded by Commissioner George and unanimously carried, that County Coordinator be authorized to employ a person under N C. Manpower Commission. On motion of Commissioner Evans, seconded by Commissioner Bateman and unanimously carried, charging pick-up taxes to Tax Collector in the amount ot 586.47. The following tax schedules were presented by Dallas Jethro, Tax Supervisor, and reviewed by the Board On motion of Commissioner George, seconded by Commissioner Elmore and unanimously carried, setting dog tax rate the same as previous year: 52.00 for female and i 00 for male dogs. On motion ot Commissioner ulmore, seconded bv Commiff inner Evans and unanirpousiy -tßrrjmi, adopting the tax value schedule, ncluding livestock, as presented with amendment of value of C. B. Radios: valued SIOO.OO for first year, with a depreciation ot 525 00 each year thereafter On motion of Commissioner Bateman, seconded by Commissioner George and unanimously carried, approving tax listing dates without penalty. Dates to be from January 2nd through February 2nd, 1974, including Saturdays from 9 until 12 o'clock. On motion of Commissioner Oeorge, seconded by Commissioner Bateman and unanimously carried, granting extensions of a minimum of 30 days to Corporations that cannot compile their inventories during the month of January. The names of the Corporations granted extensions will be furnished the /Clerk to the Board at a later date.' On motion of Commissioner Bateman, seconded by Commissioner Evans and unanimously carried, approving the ■and use schedule. The County Coordinator was authorized to proceed with the matter of removal and disposition of abandoned motor vehicles and iunk motor vehicles of the County, and bring recommendations to the Board. On motion of Commissioner Elmore, seconded by Commissioner George and unanimously carried, endorsing the Detoxification Center for Chowan Hospital and pledged support. On motion of Commissioner Elmore, seconded by Commissioner George and unanimously carried, giving County Coordinator authority to readvertise for bids for a self service elevator in County Office Building. The Board called for an executive meeting to discuss personnel problems to be held December 4th, at 7 o'clock P.M. The following reports were accepted and ordered filed: Tax Collector, Tak Supervisor, Edenton.Chowan Rescue Squad, County Service Officer, Animal Control Officer, Agriculture Extension Service, Social Services Department, Edenton Chowan Schools, Center Hill Cross Roads Fire Department. Letter To The Editor Dear Editor: Rose’s Stores, Inc., proposes that all retailers, except those needed to be opep for health purposes, be closed on Sunday. Energy is needed for schools, hospitals and factories. Our schools and hospitals must remain open. Our industries must keep running to avoid massive layoffs. Although retailers have already taken such steps as lowering thermostats to <>B degrees and reducing lighting levels, we don’t believe this is sufficient. If all retailers would close on Sunday, considerable electricity and fuel oil savings would result'! It is true that Rose's Stores. Inc., has never been in favor of Sunday openings. Despite our displeasure, some of our stores are open on Sunday. We think the time has come for all retailers to take action to conserve energy by closing their stores on Sunday. As a follow up to this proposal, a copy of this letter will be sent to our trade journals, as well as the editors ot newspapers in the ten states that we operate stores. This will lie done in an effort to solicit support lor Sunday closings. We hope you and others will loin us in our effort to conserve ■nergy. It is our belief that the slight inconvenience caused to customers will be much more offset by the good done for those same people. Thank you. Sincerely. J.T. CHURCH Light Docket In Local Court Only four cas*es were on the calendar for the December 18 session of Chowan County District Court. Judge Fentress Horner of Elizabeth City presided at the session held in the Municipal Building. Keith Teague of Elizabeth City prosecuted the docket with the following cases being disposed of: Mary L. Foreman, worthless. check. 30 days, suspended upon payment of $25 fine and costs and make restitution. Phillip Spruill, trespassing, not guilty.
