Ingram said the reduction will “save the people of North Carolina an average of over s2>£-million a month’’ or “more than S3O-million a year.” The rate reduction, he said, is the result of extensive hearings held over a period of several months. Ingram said that North Carolina was fortunate to obtain the services of Phillip K. Stern, one of the nation's leading experts in auto rate making, who testified at the hearings. y When Stern reviewed the filing made by the N. C. Rate <£*Administrative Office, he found “grave ommissions’’ and testified that “it seems to me that the rate office simply takes last year’s work and repeats it.” Stern said that the rate office had failed to recognize a decrease in the frequency of claims, was suing an outdated method of projecting losses, and testified that a 13 per cent reduction in rates was more than justified. Ingram said that “the people know that claims have decreased and rates should be reduced. Now a reading actuary in the U. S. has offered hard evidence that rates should be reduced 13 per cent in North Carolina. Ingram said that the “energy crisis” rate reduction he ordered March a year ago would have resulted in similar r" <\mfm $200“B1 rntm sso°o REBATES ! kenNOWlbob create your own total look with‘State PrideVoordinates^^^^^^^^ corners of yoor world! The rate office appealed that order to the Court of Appeals. A three-judge panel heard the case, and two judges voted to reverse the order but the chief judge voted to sustain the commissioner’s order, therefore there was an automatic right of appeal for the rate reduction for the people to the Supreme Court. The case is still pending before the Supreme Court. Food Store Chain Anniversary Sale Winn-Dixie, the South’s largest food chain, is planning a two-week gala sales promotion to celebrate their Golden 50th Anniversary. The celebration will run from March 31 through April 12 and will feature money-saving bargains throughout their stores. This is Winn-Dixie’s way of saying “thank you” to the many local customers who have made their growth possible. The food chain began in 1925 with one store in Miami, Fla., ovwed and operated by W. M. Davis and his four sons. “Papa” Davis died in 1934, but the four Davit boys continued their father’s philosophy by offering customers quality products at economical prices. This simple but effective philosophy must have worked because Winn-Dixie has now grown to 1,000 stores throughout the Southeast, and serves millions of Southern food shoppers each week.
