Scouting Home Remains Some “We haven’t changed our name...we’re still the Boy Scouts of America,” says the Tidewater Council in response to numerous inquiries based on several misleading national news stories. Council president, Dr. Daniel W. Duncan, stated emphatically that the legal corporate name of the Boy Scouts of America had not changed and that the misunderstanding arose over the BSA’s adoption of a new communicative symbol using the words “SCOUTING-USA”, which was mistakenly reported as the new name of the 67-year old Boy Scouts of America. Hie official name of the local council will continue to be the Tidewater Council, Boy Scouts of America. The council will gradually in corporate the new symbol on its printed material, signs, and other places where a strong, recognizable indentification is required. Together, these elements more appropriately reflect the current broadened Scope of the Boy Scouts of America. Use Qf the Scouting-USA symbol began last summer, but full implementation is expected to take several years, according to Dr. Duncan. The traditional fleur-de-lis of Scouting will continue in a modernized form, Duncan explained, but badges and insignia denoting ad vancement and office will not be changed. Is construction of a sewage treatment system that uses a site in the ocean for disposal of its wastewater technically and economically feasible for North Carolina’s coastal areas? Answers are being sought by a team of scientists and engineers at N. C. State University, the University of North Carolina at Chapel Hill and East Carolina University. The scholars are cooperating in a study to determine the impact of ocean outfall sewage systems. The two-year project is under the direction of Dr. Jay Langfelder, director of the NCSU Center for Marine and Coastal Studies. Jointly funded by the Coastal Plains Regional Commission and the Office of Marine Affairs of the N. C. Department of ad ministration, the research project has been allocated $228,400 for its first year of operation. According to Langfelder, the study will develop tools for assessing impacts of offshore sewage outfalls on public health and marine life. “We will be looking for the best possible locations for outfalls by collecting data under a variety of en vironmental conditions,” he said. Current and density characteristics of North Carolina waters will ,be studied from the shore to the continental shelf, since large scale motions such as the Gulf Stream can significantly influence nearshore conditions. Final results of the study will be used to assess possible sites for discharging wastewater safely and to specify engineering design criteria for ocean outfall sewage systems. Among those currently involved in the study are Dr. Gerald S. Janowitz and Dr. Leonard J. Pietrafesa, NCSU geoscientists who are developing a descriptive model of the physical oceanography of the North Carolina shelf. Thomas Curtin, also and NCSU geoscientist and John Bane of the UNC-CH marine sciences faculty, are making field observations of physical oceanography and meteorology. Yates Sorrell of the NCSU mechanical and aerospace engineering faculty and Dr. Michael Amein, a civil engineer, are developing a model to predict the movementandconcentration of the effluent under various meteorological conditions. Studies that will provide information needed to assess the impacts of ocean outfalls on both public health and marine life will be con ducted by a scientific team from ECU and UNC-CH. Among those who will be involved later in various engineering faculty. A technical coordinating committee of represen tatives from the universities and various state agencies concerned with en vironmental matters meets quarterly to review progress of the ex perimental study which other coastal states also have an interest.
