Hunt’s top priorities for his administration. “Mr. Congleton’s ex perience and background well-qualifies him for the postion,” said Yelton. “He will be responsible for supervising the programs and directing the staff in administering federal grants.” Congleton, 30, was, assistant director fori Region “M” Council ofl Governments until hist present appointment. He also worked as senior planner and director of planning on aging for Region “M”. From 1970 to 1973, he was employed by the Mid-East Commission in Washington, as regional planner and as director of comprehensive planning. A native of Florida, he has lived in Eastern North Carolina for the past 17 years. Congleton received his bachelor of arts degree from East Carolina University (ECU), He graduated from the N.C. Department of Local Af fairs, Division of Com munity Planning Training Program in 1971 and is presently working on a master’s degree from ECU. He is a member of several private and professional organizations. Among these are the American Institute of Planners, N.C. Planner’s Association, N.C. Association of Area Agencies, and the Green ville Masonic Lodge. Reynold Spruill, 72, a prominent political and civic figure here and in Northeastern North Carolina. The services were hdd at Hebron United Methodist Church with burial in the church cemetery. Mr. Spruill died Sunday in Washington County Hospital following an extended illness. He was a former Mayor of Roper and chairman of Washington County com missioners. He served as chairman of the 10-county Albemarle Regional Now You Know He was in deep disgrace, and, try as he would, he could not get a smile out of his wife at breakfast. “Are you cross with me because I came home with a black eye last night?” he asked in desperation. “No,” replied his wife, tensely, “you hadn’t gotton it when you came home.” Planning & Development Commission, the Albemarle Association of Counties and Towns and was a member of the 29-county Health Service Agency for Eastern North Carolina.
