Upon motion of Com missioner Copeland, seconded by Commissioner Elmore, the minutes of the previous meetings be approved with the Board of County - Com missioners were advised by a preliminary phone call from the Public Works Department in Washington, D.C. the Federal Grant for the County Court house Jail-Complex had been approved and official written notice would follow. At this time, John W. Graham, County Attorney, was advised to start acquisition of the property for the Courthouse she. Pansy Elliott, Finance Director, appeared before the Board to request the budget be amended for land acquisition for the Courthouse site. Upon motion of Commissioner George, seconded by Com missioner Elmore, the budget be amended in the amount of MM,805.58, the motion was unanimously carried. Commissioner Copeland asked to go an record as having taken exception to the budget ordinance. Commissioner Elmore wanted to go on record as saying he saw nothing wrong with the budget ordinance. , Pansy Elliott requested the budget be amended for ap proximately $2,500.00 for the Extension Service Department for 4-H program aide. Upon motion of Commissioner George, seconded by Com missioner Elmore, and unanimously carried, the budget be amended for the amount of $2,500.00. Upon motion of Com missioner George, seconded by Commissioner Peele, and unanimously carried to amend the budget in the amount of $938.17 for the Shepard-Pruden Library for a repair bill of J.H. Conger k Son. Upon motion of Com missioner George, seconded by Commissioner Peele, and unanimously carried to amend the budget in the correct amount of $5,774.57 for the Tax Department salary increases, supplies and material, main tenance, and repairs. Sheriff Troy Toppin and Melvin Bunch, Albemarle Law k Order Project Director, appeared before the Board to request the intent of the County Commissioners to endorse the application of matching funds of five per cent (5 per cent) for the purchase of additional vehicle and expenses for the Chowan County Sheriffs Department and for in-service deputy in the of $460.50. Upon motion BHBMnmissioner George, ■glßd by Commissioner §Bl|9Bid unanimously carried be amended in the gHit of $460.50 Upon motion Elmore, Kconded by Commissioner rPeele, and unanimously carried additional communications for Sheriff Department in the amount of $5,850.00 with a local matching funds of $325.00. A.M. Howard, President of Arrowhead Property Owners Association, asked the Board to endorse the petition requesting the State to maintain roads at Arrowhead Beach Subdivision. Chairman Phillips and Com missioner Peele complimented Mr. Howard and the Association for preparing such an extensive application. Upon motion of Commissioner Peele, seconded by Commissioner Elmore, and unanimously carried the County recommend the petition to the N.C. Department of Tran sportation and ordered it to be forwarded to the Board for consideration. On approval of the Board, a meeting was set for Wednesday, March 8, at 7:30 o’clock P.M. in the Conference Room of the County Building to meet with Mr. Geoffrey Willett concerning the Coastal Area Management Act and to discuss the current status of areas of en vironmental concern. Upon motion of Com missioner Elmore, seconded by Commissioner Peele, and unanimously carried to rerind previous motion of February 7, 1977 requiring land owners in a subdivision to hook on to County Water System, but to highly urge them to do so; and to give final plat approval of the Welch Tract subdivision. Upon motion of Com missioner Peele, seconded by Commissioner Elmore, and unanimously carried to renew contract "of Justin Little, County Planner. Di*.’ Rfchard Hardin, representing Edenton Airport Commission, presented a copy of the Commissions By-Laws to the Board members for ap proval. After a discussion, motion was made by Com missioner Peele, seconded by Commissioner George, and unanimously carried the By- Laws of the Edenton Airport Commission be accepted. Commissioner George was selected to serve as liaison between the Airport Com mission and the Board of County Commissioners. Upon motion of Commissioner Elmore, seconded by Com missioner Peele, and unanimously carried, the same members be reappointed to serve on the Commission: Dr. James N. Slade, 2 years; Curtis Forehand, 3 years; and T.B.H. Wood, 4 years. Ronald Huffman, Director of Social Services, and Clarence Leary, Jr., Chairman, appeared before the Board to ask for appropriation to hire a full time assistant for the IV-D Program, “Child Support Enforcement Services,’’. Huffman said a full time position would also provide a second line of authority for the entire Social Services Depart ment in his absence. After a discussion, motion was made by Commissioner George, seconded by Commissioner Copeland, and unanimously carried to amend the budget in thf amount to establish a supervisory job. W.*E. Moore, District Engineer, N.C. Department of Transportation, requested a copy of the County adopted Flood Insurance Land Use Ordinance and map, if available. Chairman Phillips directed the Clerk to acquire the information for Mr. Moore. Upon motion of Com missioner Elmore, seconded by Commissioner Peele, and unanimously carried to request the Board of Transportation to establish a picnic area on County property off Highway No. 32 near one of the water system elevated tanks. Board of Commissioners have been notified Washington County has a keen interest in participating in a District Jail Facility. The Commissioners agreed to advise Washington County that they will act favorably on this at an ap propriate time. Upon motion of Com missioner George, seconded by Commissioner Copeland that Albemarle Associates serve as Project Coordinator for County Courthouse-Jail project on the basis that a sufficient bond be arranged. The motion was unanimously carried. Upon motion of Com missioner George, seconded by Commissioner Peele, and unanimously carried, Chair man Phillips be authorized to accept offer to amend Grant Agreement for Courthouse project! No. *O4-51-00284.
