Page 4-C Minutes Os The Edenton Town Council The Town Council of the Town of Edenton met this day in regular session at 8:00 P. M. at the Edenton Municipal Building. Members present: Mayor Roy L. Harrell, Jesse L. Harrell, Allen Hornthal, Errol Flynn, and W. H. Hollo well, Jr. Mayor Harrell called the meeting to order and Councilman Hollowell gave the invocation. Mayor Harrell declared a public hearing open to consider the rezoning request of the Edenton Methodist Church for the rezoning of their property on N. C. 32 from Medical Arts to R-20. The Planning Board recommended the change. W. J. P. Earnhardt, Jr., an adjacent property owner, stated that he had no ob jection to the petition and further stated that he was preparing a petition for rezoning of his property adjacent to the church property for submittal to the Council at some future date. Motion by Councilman Hollowell, seconded by Councilman Harrell, unanimously carried agreeing to the change from MA to R-20 and directing the official zoning map to be changed accordingly. Mr. James Ball, Mr. Art Beeler, and the District Scout Executives were present representing the Tidewater Council of the Boy Scouts of America to thank the Council for the offered use of land at the Edenton Airport. A decision had been made to use a tract of land in Perquimans County and they wanted to express their appreciation. Administrator Gardner passed out a letter to the Council members from Mr. Robert Harrell concerning the possible use of this piece of land for recreation. Motion by Councilman Harrell, seconded by Councilman Hollowell, unanimously carried directing our engineers, J.N. Pease Associates, to solicit proposals for a sanitary Sewer Evaluation Survey and to prepare the necessary documents for requesting grant funds. The total cost is expected to be $97,300. Motion by Councilman Hornthal, seconded by Councilman Hollowell, unanimously carried adopting the following Resolution: Exhibit A: Airport Grant Motion by Councilman Flynn, seconded by Coun cilman Harrell, unanimously carried ap proving an agreement establishing the Edenton- Chowan Airport Com mission and adopting the following by-Laws: Exhibit B. Mayor Harrell appointed Councilman Flynn to serve as the Council’s exofficio member to the Edenton- Chowan Airport Com mission. Councilman Hollowell reported to the Council that the Finance Committee had met with the Town’s auditors to discuss the 1975- 76 audit. He reported that the auditor complimented the Town on the steady improvement on the operation of the Town Of fice, and that he fully supported Mr. Gardner’s recommendations to create the office of Finance Officer and to appoint Mrs. Betsy King. Motion by Councilman Hollowell, seconded by Councilman Hornthal, unanimously carried creating the office of Finance Officer with the following listed duties: Exhibit C: Finance Officer Also the Council approved the administrator’s ap pointment of Mrs. King to the new office. The following resolution was read and approved by Council: Exhibit D: Application for federal grant to Law Enforcement Assistance Administration for Com munication Equipment Administrator Gardner reported to the Council of the adverse effects of House Bill 44 and House Bill 45 curtailing municipalities powers in annexation and in extraterritorial zoning and subdivision regulations. The Council agreed to oppose these bills. Mayor Harrell appointed Councilman Hornthal as Chairman of the Annexation Study Com mittee. Administrator Gardner suggested that new lights be placed on the Courthouse Green. Mayor Harrell suggested that we contact the County Commissioners for their thoughts. Barring any objections the work was directed to be done. Councilman Harrell reported that good progress had been made in negotiations by N. C. Power Agency No. 2 with VEPCO to build off-peak generating facilities. The Council agreed to the location of a 150 foot Radio Tower at the Electric and Water plant and also agreed to work with homeowners in the block where the new Courthouse will be built to allow them to move the structures. Administrator Gardner reported that the request for designation as a National Recreation Trail is progressing satisfactorily. The Council agreed that the homeowners with historical signs be asked to repair their own signs in order not to’work a hardship on the Town’s forces. The receipt of the new County Fire Truck was reported. Receipt of the final flood plain maps from the FEDERAL Insurance Administration was reported. The Council agreed that the cost of any curb placed at Mr. George Lewis’ property on Morris Circle would be assessed at 50 per cent of the cost. Administrator Gardner informed the Council that it would be necessary to ap point a Beautification Committee to work with the N. C. State School of Design on the present planning activities. It was suggested by Mayor Harrell that the old beautification com mittee might be utilized. It is the Council’s opinion that it is worded to strongly and should be modified and they would like the Planning Board’s opinion and suggestions. Motion by Councilman Hollowell, seconded by Councilman Harrell, unanimously carried that Town of Edenton Bills in the amount of $173,284.64 be paid. Councilman Hornthal Praised the efforts of Mr. Gardner in assisting the County in receiving $l.B - grant for the con struction of a Courthouse and jail facility. Hollowell, president, called the meeting to order. The group joined together in singing “Fairest Lord Jesus” Mrs. Hollowell led in a devotion “A New Day” and Mrs. Joe Wiggins led in prayer. Mrs. Janice Hobbs, who is County Cultural Arts Leader, presented a program on the Lap Reader Project and in her talk suggested each person share the experience of p Lap Reader and the earlier a child is introduced to books, and reading, the better for enrichment and development of a child’s life. Mrs. James Monds, Secretary read minutes of the previous meeting and Thursday, March 24, 1877 reports were heard on several projects, which the club members are par-v, ticipating in. It was also ' decided that the club pur chase a Suction Machine for use at Chowan Hospital, Unit C. Refreshments were served by the hostess for the month, Mrs. E.P. Jones. The group was dismissed by the club collect. SWEET NEWS The Federal Trade Commission has ruled that there is no difference in granulated sugars. Sugar companies have been prohibited by the FTC from misrepresenting in their advertisements that there are differences. Regardless of the source (sugar beet or sugar cane), or locale, all granulated sugars are 99.9 per cent sucrose and substantiality the same.
