WIC Program Seeks Input From Citizens ATLANTA, Ga. North Carolina residents are being asked to express their opinion on the merits and deficiencies of the U. S. Department of Agriculture’s Special Supplemental Food Program for Women, In fants and Children (WIC) at a hearing to be held in Birmingham, Ala., on June 27. Asst. Sec. of Agriculture Carol Tucker Foreman said the new legislation is being planned for the WIC program and “before we go to Congress with our proposals, we want to have people’s opinions on how the program is working, and how it can be improved.” The Birmingham hearing - one of seven scheduled across the nation - will be held from 9 A. M. to 3 P. M. in Courtroom 1 of the Federal, Building (Court house), 1800 sth Ave. Persons interested in attending, or sending comments for the record, should contact Jennifer Nelson, Special Sup plemental Food Division (WIC), USDA Food and Nutrition Service Washington, D. The WIC program provides eligible pregnant women, nursing mothers, infants and children up to five years of age with iron fortified cereals, eggs, fresh milk, cheese and juices. To be eligible, the women and children must be determined to be “at nutritional risk” because of inadequate diet and income. David B. Alspach, ad ministrator of the Southeast region of the USDA’s Food and Nutrition Service, said the hearing will be open to the general public, nutrition adv*ddey>giroupts', WIC recipients and state and local program ad minstrators. He said comments are invited on such matters as whether the program should strive to prevent or simply to treat nutritional deficiencies. Other issues on which opinions are invited include eligibility standards, program expansion, the WIC food package and the role of nutrition education. There are currently 16 WIC projects in North Carolina serving 26,685 recipients at a monthly cost of $664,815. The study is being con ducted to determine the suitability of the ocean as receiving water for sewage outfalls. Sewage Outfalls Being Studied By Scientists Research to determine the suitability of the ocean off North Carolina to serve as the receiving water for sewage outfalls is being conducted by scientists at three campuses in the University of North Carolina system. The cooperative project’s first cruise to collect hydrographic information for the study will be made during August. Scientists working from Duke University’s research vessel John deWolf will collect information on currents, salinity, water temperature and meterorological conditions more' or less at the same time. This information will be used in conjunction with a computer-developed mathematical model that will predict the path and concentration of the sewage effluent after it leaves the outfall. With this information, the effluent’s effect on the coastal marine environment can be determined. This information can then be used by local and state government agencies which will be making decisions regarding siting and design of ocean outfalls for the disposal of domestic sewage in North Carolina. This study is being carried out by the Center for Marine and Coastal Studies at N.C. State University with cooperation of scientists from University of North Carolina at Chapel Hill and East Carolina University. It was begun in response to increasing interest in sewage outfall for North Carolina. Current patterns of the nearshore ocean along North Carolina under a wide variety of conditions, wind patterns and movements of the Gulf Stream will be examined in detail. With the use of a predictive computer model built from this in formation, the location of the effluent can be predicted for a wide variety of con ditions. C. minimum time and location of a land fall of the sewage plume could be predicted. In addition, biological studies are being conducted which will determine the effects of sewage-related bacteria and viruses on marine life and people. These studies will be used to determine the amount of treatment necessary to protect the marine en vironment and insure that there are no health hazards to bathers using these waters. The study will be com pleted in about a year and a half. Results will be available to local and state government which will be making difficult decisions on how to handle the in creased sewage load that is increasing with the rapid increase in population along North Carolina’s coast. Disposal Os Surplus Copies End Sept. 15. The 1977 General Assembly recently ratified an act providing for the disposal of surplus copies - those in excess of a 200 copy inventory -of the public Laws and Session Laws of North Carolina. These shall be offered for a three month period beginning June 15 to any state, county or municipal agency and any public or private library and educational institution in the State of North Carolina for the cost of postage and handling. The distribution will end September 15. In this warehouse there are currently volumes for the Sessions 1931 through 1975.
