October 27, 1977 ' ~- T ■: A I Amanda Bunch Amanda Bunch Awarded Grant RALEIGH Amanda Bunch of Edenton has been awarded a music scholarship for study at Peace College during the 1978-79 academic year. Announcement of the scholarship award was made by Dr. S. David Frazier, president of the Raleigh college for women. Peace awards music scholarships based on the student’s talent and auditions held before the Peace Music Department faculty. Miss Bunch, daughter of Mr. and Mrs. George Bunch, Jr., Route 1, Edenton, is a senior at Chowan Academy. Miss Bunch attended the 1977 session of Governor’s School where she studied art. She was a district member of the National Piano Playing Auditions, intermediate class, and passed the N.C. Music Teachers Association audition. A finalist in the Miss North Carolina Teen-ager pageant, she is a member of the National Honor Society, Xas a marshal and recipient of the DAR Good Citizen Award. She is a member of the student council and editor-in-chief of the school annual. In addition, Miss Bunch has been pianist for church and school activities, is an award-winning artist and had a dramatic role in a play duringtheChristanas'seasen of last year/ ’She was secretary-treasurer of Acteens last year and a member of the Youth Choir. There are some, that may consider this as an endurance record on your part. There are so many businesses, organizations, supporters, and friends that joined together, to make his festival successful, that wd could never begin to name them individually without fear of leaving someone out. We do know, that without their unselfish support, The Peanut Festival would not have made it off the ground, and we would like to extend our appreciation for that support. We have never been criticized for being too perfect, and the festival this year has been no exception. However, hopefully, we can take this criticism and use it constructively in planning our third annual Peanut Festival. Again, we would like to thank everyone that join in to help support the band. I do not believe this is what the people of North Carolina wish. “North Carolina has had a good government. It has had a good Constitution with respect to succession. We have been free of scandal. We have produced out standing governors, in cluding the present in cumbent, but our method of government i& not broke and since it is not broke, we don’t need to fix it.' “Therefore, I urge all people of North Carolina to vote on November 8 and when they vote on the Succession Amendment, to vote “No”. day and tomorrow to provide facilities comparable to other progressive com munities. Renovation of the present building is not feasible since the cost to bring it up to present building codes, fire codes and the energy codes now being written, as well as meet the state school planning commission’s requirements, (even if all of this can be done), will cost as much if not more than a new building. After the Revolution, when state constitutions were being written, people remembered the crown's wrongs, and made sure that future governors couldn't abuse the power of the office. So, in many states, a governor was barred from serving more than one term. In N.C., the Assembly elected the Governor, up till 1835. Then, you got the vote - and the one-term limit. It seemed like a good idea, at the time. But time* change. As our nation grew, and grew up, the rights of the voters and of the state legislatures grew stronger. The task of running a state government grew more complicated. And the task of finding really well-qualified people forlhe job of Governor grew more and more difficult. West Virginia in 1972, and just last year, our neighbors in Georgia passed their amendment. Today, the voters of 43 of the 50 United States have this important right. Herat our chance. On November Bth, the voters of North Carolina can vote themselves this right. On the ballot. Constitutional Amendment #3 empowers the voters to re-elect their Governors and Lieutenant Governors for a second term, if they choose to. A bipartisan effort. A majority of the N.C. General Assembly voted to recommend this amendment. Leading Republicans, Democrats, and Independents support Its passage. All of the past five former Governors: Luther H. Hodges, Terry Sanford. Dan K. Moore, Robert W. Scott, and James E. Holshouser, Jr. endorse It. And a recent citizens committee on constitutional reform urged this change be made. Our state suffers from the one-term limit. Is Alabama richer than. New York? Yes, and so are 15 of the 16 states in the South that make up the “Sun Belt.” The enclosed report from the First National Bank of Chicago is truly enlightening. It explodes the myth that the South is poor and down-trodden because its per capita income lags behind the “affluent North.” Our per capita income, relatively low in some cases, is a source of deep concern. But even just the possibility of re-election would encourage and allow stronger, more consistent leadership. A fairer shore. The one-term limit shortchanges North Carolina in other ways. The people who run the federal programs and who participate in the regional conferences know full well that the N.C. governor is an automatic lame duck. So they pay less attention to our needs. Squeaking wheels get the grease; but our governor isn't around long enough to establish the working relationships or make the necessary contacls to have the kind of influence our state deserves.
