Competency Storm... The
storm is gathering for the
meeting of the state Com
petency Testing Com
mission later this fall.
The group will be meeting
to set a minimum passing
score for the new com
petency test. They will also
have to decide if any of the
questions are culturally
biased as some have ac
cused.
Isolated groups of civil
rights activists are alreaHv
calling for complex
elimination of the test, so
the lobbying for a low cutoff
score should be intense.
But the commissionerr
must avoid buckling under
to the pressure for a
minimum score that is too
low. They should be careful
not to eliminate the real
advantage of the test the
opportunity for failing
students to utilize what
promises to be a substantial

Free Lunches-
Breakfasts...A lot of North
Carolinians see free lunches
and breakfasts at school for
underprivileged students as'
another government
giveaway. Not true. The free
nourishment is one of the
best investments taxpayers
can make toward a
productive classroom en
vironment.
Concentration is virtually
impossible when the student
is hungry—distractions and
disruptions are easier.
Regardless of the
tremendous strides made in
equal education for all, no
student is equal if he is
undernourished.
Gaston Project... The
decision by the U.S. Army
Corps of Engineers to
recommend that Lake
Gaston be used as a water
source for populous
Southeastern Virginia is
making big waves.
Lake Gaston lies on the
North Carolina-Virginia
border and is used to supply
water for some N.C.
residents.
Gov. Jim Hunt, Sens.
Jesse Helms and Robert
Morgan all immediatey
condemeed the idea and
threatened to go to court to
prevent a go-ahead of the
$278-million project.
The recommendation
must first pass muster in
several government
agencies and Congress
before construction can
begin.
Don’t look for it anytime
soon. •
Training School
Danger.. .The recent murder
of a staff member at one of
North Carolina’s five
regional training schools
has caused a great deal of
concern among state of
ficials.
A program (announced
last week by the governor)
of much increased per
sonnel, higher salaries, and
continued use of community
based programs, is ex
pected to eliminate some of
the problems. But Hunt
press aide, Garry Pearce,
said the real consternation
among officials is that the
removal of status offenders
and less serious delinquents
to community-based
programs “has created a
population of hardcore
delinquents in all of the
regioanal schoools.”
There are no nice guys,
J.P. Stevens vs. Unions
...The National Labor
Relations Board’s regions,
office in Winston-Salem has
recommended that four
more J.P. Stevens textile
plants in N.C. and Va.
should be forced to
recognize labor unions
without a vote by the
workers.
The recommendation
must be reviewed by the full
board in Washington before
any action can be taken.
Similar recommendations
by an administrative law
judge concerning two other
Stevens’ plants are already
before the full board.
And so the battle con
tinues.
Busing. In Washington
last week, the Senate
defeated another effort to
naif forced busing for racial
desegregation.
N.C. Sen. Jesse Morgan
supported the amendment
THE CHOWAN HERALD
while Sen. Morgan opposed
it. Morgan, an opponent of
forced busing, voted against
the measure because it did
not address the busing
already taking place in the
South— only future busing
in the North and West.
The vote was extremely
close 49-47.
Another similar bill is on
the Senate agenda and could
come up before the end of
the year.
Senate Race...lnsurance
Commissioner John Ingram
is still having trouble get
ting untracked in his race to
take Jesse Helms’ Senate
seat in Washington.
Last week, Mr. Ingram
arrived 15 minutes late for a
news conference because
the prepared news release
had not been typed and
readied for distribution on
time. The TV crews had
already packed their
equipment and refused to
unpack again.
There .s still time for
Ingram to mount a serious
attack but the nagging
problems that hav -set his
campaign must st be
eliminated.

Some employers of
agricultural workers are
apparently unaware of
minimum wage
requirements, according to
the U.S. Department of
Labor.
“This year for the first
time,” says James E.
Patching, regional ad
ministrator for employment
standards, Atlanta,
‘‘agricultural workers
covered by the Fair Labor
Standards Act (FLSA) must
be paid the same minimum
wage 52.65 per hour as
other categories of covered
workers.”
In order to be covered by
the FLSA, an agricultural
employee must work for an
employer who used more
than 500 man-days of
agricultural labor in any
calendar quarter of the
preceding calendar year.

and Hour Division, which
has area offices in Raleigh,
Greensboro and Charlotte.
