Page 6-A Carolina Review By Jerry Mobley General Assembly... The General Assembly convenes this week in Raleigh amid rising speculation over the pros and cons of tax relief for North Carolinians. The first three days (Wednesday, Thursday, and Friday) of the session, however, will be a general feeling-out process. The ususal chaos is bound to occur as new members try to get moved in and many old members try to get re located. Much like returning college students in the fall. About the only formal activity to take place is the swearing in of new mem bers and officers as well as the appointment of com mittee members. A lot of pre-filed bills will also be introduced. Most of the real activity won’t begin until Gov. Hunt has given his State of the State address next Monday evening. It reportedly will center around economic progress made in the past year, especially in industrial development Last week, the governor spent much of his time working on a “crime package” to be introduced to the legislature later in the month. He certainly had plenty of material to draw from since just resigned Secretary of Crime Control Phil Carlton (and just ap pointed Appeals Court judge) recently presented to Hunt a crime report. The report was compiled by he and his staff and members of Governor’s Crime Commission. Crime Report... The 562- page volume included agendas, studies, descriptions, graphs, statistics, and most im- portant, recommendations. The studies dhd recom mendations range over the entire criminal spectrum victims of crime, alcohol and drugs, law en forcement, courts, public safety, highway safety, crime prevention, family violence, juvenile justice, corrections, and future planning. Hopefullly, this im pressive compilation of information can be put to good use by Gov. Hunt and the legislature as well as by law enforcement, judicial, and correction officials. Another Volume ...Another book' to receive attention last week was the collection of ad dresses and papers of for mer Gov. Jim Holshouser. The book, which is prepared at state expense after every governor’s term expires, has been printed and is now in the hands of the Department of Cultural Resources. But apparently they are holding on to the book until Gov. Hunt tells them who he wants to have one. According to Bill Franklin, administrative assistant to Lt. Gov. Jimm my Green, he couldn’t even get two copies for the Lieutenant Governor’s office. PCB...The PCB story continues to sound like an old-time serial movie with no ending. Opposition to a proposed permanent dumping site in Warren County gained great momentum last week and there is now very little chance of leaving the PCB in Warren. Much of the dangerous chemical, however, is already in Warren and it would seem to be the logical place if a safe site could be located. But unfortunately for weary environmental officials, a public hearing in Warrenton last week was packed with opponents and lasted unti 3 A.M. Yet who can blame the residents of Warren County? The only reasonable alternative now, it seems, is for the federal government to step in with enough money and resources to transport the mess to a dumping site already in operation and approved by the Environmental Protection Agency. Transporting it to the nearest site, in Alabama, will require millions of dollars and a special, on or before the 12th day of July, 1979, or this notice will be pleaded in bar of any recovery thereon. Letter To Editor My compliments to the Editor for his stand on the traffic situation at the South Broad-Water Street in tersection (Time for Changes, 1-4-79). The South Broad-Water Street intersection is marked in a moat unusual way, in that it is a 4-way intersection with 3-way stop signs, giving sole priority to southbound traffic. Thus U-turns, since they are permitted here, take priority over all other traffic! This is bad enough for drivers familiar with the area; but it can be an unpleasant and dangerous experience for visitors, who make up a large percentage of the northbound traffic at this intersection. The maneuver is a complete surprise to visiting drivers, since a U turn at an intersection is illegal just about everywhere. The U-turn privilege at Broad and Water should be eliminated. By continuing south just a short distance, a legitimate U-turn may be made. And by removing the north-bound stop sign, the flow of traffic would be orderly and in accord with accepted practices. N.B.
