Thursday. July 3, 1980 The Washington Report: Revised Energy Bill Is Approved By House Os Reps. By Congressman Walter B. Jones Approximately one year ago the House passed and sent to the Senate a major bill to encourage development of new energy sources and lessen our desperate dependence on foreign oil. The Senate finally, a week or so ago, approved similar legislation, although in much more detail and much more costly than that which the House had previously passed. Thursday of last week, by a vote of 317 to 93, the Energy Bill was approved and sent to the President to be signed into law. Since most everyone is concerned about the supply, and even more so, the cost of fuel and other »ergy sources, it is hoped that over a period of years this legislation will result in much less dependence on the OPEC oil com panies who see fit almost daily to increase the cost to the American con sumers. It might be in teresting to note that in 1973 when the OPEC countries went on a so called “strike” and ther was an acute shortage, our nation was spending only 38-billion in foreign oil; today that has reached the astronomical figure of SBO-billion per year with the end not yet in sight. So it was cer tainly time that the Congress should move forward in trying to find as soon as possible a domestic source of supply to decrease its depen dence on foreign oil. The bill would create a corporation with an initial bankroll of S2O-billion which may be increased by 368-billion in a few years. He came to Yorkshire in the 1930’s and now at 62 years of age is married, has two children (a son who is a veterinarian and a daughter who is a physician), has written three bestsellers, and continues to travel the twisting roads of the sweep of rolling green known as the Dales to deliver calves in the middle of the night, mucking through bogs and snowstorms to treat pigs and sheep. The author became known to Americans in 1972 with the publication of “All Creatures Great and Small,” which became a number one bestseller and currently boasts over two million copies in print. Reviewing the book, the “San Francisco Examiner” noted: “This veterinarian is the most entertaining, most thoroughly likeable, most engaging person to have come along in a long time, and the stories he has to tell are fascinating.” In the series, Herriot is vividly portrayed by Christopher Timothy. Robert Hardy plays Siegfried, Peter Davison ip Tristan, and Carol Drinkwater is Herriot’s first true love, his wife. The show was an enormous success with British critics, and was enjoyed fay more than 17- million BBC viewers. Perhaps “Broadcast” said it best in its review of the production, “It is probably beyond criticism ; the series has everything. agreements, and government production if necessary of energy production not now economically feasible, such as converting coal to gas and extracting oil from shale. Broken down, the bill authorizes spending THE CHOWAN HERALD another $5-billion over the next five years to produce and conserve energy in other ways. For example, there would be $1.4 billion to promote production of energy from farm, forests and urban waste. A solar bank would be created and funded to subsidize loans to install heating systems using energy from the sun. The bill also directs local utilities to help customers arrange loans to insulate their homes and to provide grants to low-income families for insulation. Unfortuntely, this legislation does not offer any immediate solution to our oil shortage problem, but at least it is the beginning, and a step in what I consider the right direction and something this nation should have done several years ago.
