Page 12-B Minutes Os The County Commissioners Pdr The Month fPOctober The Board of County Com missioners met in regular session on Monday, October 6, 1980, at 9:00 o’clock A M in the Fourth Floor Conference Room of the County Office Building. Members present: C. A. Phillips, Chairman; J. D. Peele, Vice Chairman; Alton G. Elmore, George E. Jones, and Barbara W. Ward. The meeting was called to order by the Chairman. Invocation was given by Commissioner Peele. There being no corrections or additions to the minutes, they were approved as submitted. Chairman Phillips read an acknowledgement from the family of the late Lester T. Van Small was reappointed to serve on the Chowan County Planning Board on motion of Commissioner Elmore, seconded by Commissioner Peele, and unanimously carried. Dallas Jethro, Jr., Murray Ashley, and David Henson, were reappointed Region R EMS Council representatives on motion by Commissioner Elmore, seconded by Com missioner Peele, and unanimously carried. McCrae Spivey was appointed to fill the vacancy on the A-R.P.D.C. Board by motion of Commissioner Ward, seconded by Commissioner Jones, and unanimously carried. A motion was made by Commissioner Elmore, seconded by Commissioner Peele, and unanimously carried,, to accept Mrs. Catherine B. Slade’s letter of resignation from the Library Board with regret and appoint Mrs. Lois S. Lassiter to fill the vacancy. Bids were received Sep tember 19 for the purchase of a one-ton truck chassis for use by the Water Department. Two bids were received: Albemarle Motor Company, $7,746. Hoke Motor Company, $7,874. The low bid submitted by Albemarle Motor Company specified one change in the specifications and did not contain a bid deposit. The bid submitted by Hoke Motor Company was in compliance with the purchase requirements. The county’s proposal requirements (in compliance with State law) clearly state that “no proposal shall be considered or accepted unless it is accompanied by a (bid) deposit." Bid $7,874. Note was made that the Board of Education is planning an auction sale on surplus equipment; if the county has any surplus equipment it can be included at this auction. Motion was made by Commissioner Peele, seconded hy Com missioner Jones, and unanimously carried, that the County Manager be authorized to inventory County Depart ments for surplus equipment and make any necessary arrangements for a sale of surplus. Motion was made by Com missioner Ward, seconded by Commissioner Peele, and unanimously carried, to accept recommendations to increase the charges of a V’ tap from $l5O to $225 and the charges for a 1” tap-on from S2OO to $275, said fees to be effective October 20. 1980. Commissioner Jones said a few customers have complained of not being satisfied with the water quality and suggested after completion on Phase II that those that are not satisfied be released of their contract, and the initial fee of twenty-five dollars be refunded. If they should desire at a later date to convert back to the County System, they would have to pay the higher tap-on fees. The Board agreed Graham Farless, Director of the County Water Department, received the N. C. Water-Works Operator Association's "Operator of the Year” award. Mike Bell, Department of Human Resources, Water Control Division, Greenville, presented the award on behalf of the Association. Mr. Bell said the award is a great honor, Mr. Farless being elected by fellow operators for his abilities and leadership. Each Board member congratulated Mr. Farlesss and praised the County Water System. Chairman Phillips, on behalf of the County, said he was very pleased that Mr. Farless had received the award and thanked Mr. Bell for his valuable assistance. Marty Hines, of Carroll- Phelps Appraisal Company, gave an update of the tax revaluation project. The revaluation will be completed by July 1981 and will go on the tax books in January 1982. The Chairman asked that the proposed zoning ordinance for the base area be rescheduled to the November meeting to give Commissioner Ward time to study and review the ordinance with the Board. County Manager noted that A. R. P.D.C.’s first of three mem orandums to be prepared in the development of a regional transportation plan had been delivered to his office and is available for review. The Boards of Commissioners in the Region will be asked to adopt the transportation plan for the Region. Troy Toppin, Sheriff, invited Board members to the Law Enforcement banquet on Thursday, October 16, 1980. In another matter, littering and vandalism over the Courthouse parking lot was discussed. Sheriff Toppin reported of beer cans plus other types of trash has been picked up, as well as the mulch around one of the trees has been set on fire. The County Manager suggested an ordinance being chawn in order to prohibit after hours parking which will allow city police and sheriff depart ment to enforce. Sheriff Toppin said there is little he can do without County Government ' backing. The County Manager was authorized to investigate, With efforts of Chief Parks, a fire alarm system for the County Office Building. County Manager, Cliff Copeland, noted a master key system for the County Buildings is in force. Reroofnng of the King Street Courthouse has begun. A Hospital Public Hearing set for Friday, October 10, at 10:00 o’ clock A.M. on a petition of Chowan Hospital to construct 10 additional beds. The County has adopted a resolution in support of the hospital. A.A.D.A. Appreciation Dinner October 21, 1980 at 7:00 o’clock at the American Legion Building. On motion of Commissioner Peele, seconded by Com missioner Jones, and unanimously carried, the following amendments were Thursday. November 20, 1980. approved: 1. Misc. Revenue increase $930 - reimbursement of renovation expenses to the/* Mental Health Office. L. 2. Misc. Revenue increase of $356 - (Farm Bureau Ins. Co.) coverage of fire alarm system burn out at detention center. 3. Revenue from HUD (Land Records Project) increase of $506 to purchase binders for Register of Deeds office. 4. Transfer of S7OO from Contingency (General Fund) to Register of Deeds to purchase f shelving. On motion of Commissioner £eele, seconded by Com misioner Ward, and unanimously carried, relief and discoveries of taxes were ap proved: Relief: Tax Bill No. 1262 Amount $35.21; Tax Bill No. 1- Amount $3.07; Tax Bill No. 1787 - Amount $112.32; Tax Bill No. 1551 - Amount $1.00; Total / $151.60.
