IRS Report On Illegal Tax Shelters GREENSBORO - The 1 use of illegal, or abusive tax i shelters in North Carolina s this year could cost the < taxpayers almost $3-million < in lost revenue if the In- s ternal Revenue Service was 1 not alert to the schemes: Fred Nielsen, IRS director in North Carolina said, “Last year we iden tified numerous potential abusive tax shelter cases. We have established a better way to identify and provide more effective audit coverage of the sophisticated transactions characterized by tax shelters.” The purpose of abusive tax shelters is to avoid paying income tax, the Director said. Very often the shelter attempts to provide tax savings that are actually more than the investment. An example is the pur chase of a piece of art which subsequently donated to a museum. The item is then reported to the IRS as a charitable contribution at a value greatly in excess of the original purchase price. The IRS has taken steps to tighten up the guidelines for valuation and treats the purported contribution as simply a scheme to avoid paying income taxes. The claimed charitable con- ' tribution deduction is disallowed. Other examples of abusive tax shelters include . family estate trusts, Bible gifts, equipment leasing and videotape movies. Nielsen remarked, “When the man on the street learns of someone attempting to dodge taxes by using one of the many shelter schemes, RIHA Meeting RALEIGH The annual business meeting and subscription luncheon of the Roanoke Island Historical Association will be held here Tuesday,, November 17 at the downtown Holiday Inn. The RIHA is the producing agency for the Joe Layton production of Paul Green’s “The Lost Colony,” America’s oldest outdoor drama. The annual board of directors meeting will be held at 10:30 A. M. with the members luncheon following at 12:30 P. M. according to Mrs. J. Em mett Winslow of Hertford, chairman of the RIHA board. Rep. Charles D. Evans, of Nags Head, co-chairman of the 1982 membership drive for the RIHA will speak briefly on the upcoming campaign. Evans’ wife, Becky, is serving as co chairman. The lucheon program will center around a special tribute to Green by Mrs. Marion Fitz-Sbnons and Bill Trotman, both long performers in “The Lost Colony,” and activities of the RIHA. Mrs. Ethelene Rascoe, librarian, has discovered an innovative way to reiterate to students that the school’s library is intended to be an activities resource center, where learning can take place, interests stimulated, community resource people used, and fun had - all at the same time. Through Rascoe’s “Once a Month Bag Lunch Bunch” program, students will be allowed to pick up a bag lunch, prepared by cafeteria personnel, and eat in the library. These community resource people will have been chosen because of the interest appeal of their special area to 7th and Bth grade students. Through the special stimulation of the special resource people, students should be motivated to pursue, on their own, these interest areas, whether it be through further reading, starting a hobby, developing a skill, beginning a self improvement program or planning a career. Mrs. Rascoe said that students seem to be quite excited about the “Once a Month Bag Lunch Bunch” program which started in late October. “Teachers and all school personnel are always trying to find new and innovative ways to make learning more meaningful”, Rascoe mused, “and the idea seems to have student appeal.” Each student at Chowan Junior High will get to be a bag lunch participant at least once during the year.
