In 1966, he entered the field of judicial ad ministration by accepting employment as ad ministrative assistant to the Chief Justice. While serving in that capacity, he also functioned as the Executive Secretary of the Judicial Council. With the advent of court reform and the resulting unification of the courts and centralization of management, Montague became the first assistant director of the newly established Administrative Office of the Courts under Judge J. Frank Hus kins. In 1968, he received an ap pointment as the state court administrator. Active in this capacity, he served as a member of the State Con sitiution Study Commission of 1968, the Governor’s Crime Commission, the Commission on Youth Services, the Courts Commission, and the Judicial Planning Com mittee, among others. Since 1974, he has been a member of the board of directors of the State Employees’ Credit Union, serving as chairman of the board from 1979 -1961. Because of the pioneering court reform work being done in North Carolina, Montague has long been a nationally recognized ad vocate of court unification and management. He was advisor to court study projects in numerous states; chairman of the National Court Statistics Project Committee; served on the executive committee of the Conference of State Court Administrators; the Council of State Court Representatives of the National Center fin' Stats Courts; and as chairman of the National Conference of Court Administrative Of ficers. A Baptist, Montague actively participates in church programs, and is a Sunday School teacher and forma: deacon at Calvary Church in Raleigh. He is a lifelong Democrat.
