She has accepted the position of Director of the Saint John’s County Library System in Saint Augustine, Florida. Library services have expanded considerably i under Mrs. Darby’s direction. Programs were started for Unit C of die Hospital, the nursing home and the nutritional site at Blades Circle. Films were made available to the public, schools and private individuals. Storytimes and Summer Reading programs have grown in size. The library was expanded to the upstairs this year. Stairs had already been installed to get to the up stairs. Painting, new front steps, new heat pump, new side walk and a new bulletin board have all been acquired with Mrs. Darby’s guidance. There has been quite an improvement in the library and its services since Mrs. Darby came. She has also been quite active in the community: serving on the Board of Trustees of the Chowan Academy - on the Vestry of St. Paul’s church - singing with the Edenton njurai Society and the choir of St. Pauls. - serving on the Land Use Revision Committee for Chowan County and the N.C. 2000 Committee. With Rosa Martin and Jane Holmes,she got the Chowan Arts Council incorporated and set up as an independent group. She served as president for six years and many projects were started by the Arts Council - dance and ballet classes, art and drawing classes - July 4th parades - Reader’s Theatre - poetry reading - Bi - cennential forums and art shows. The meeting will begin .at 2 P.M. with regsitration set for 1 o’clock. The program was last updated in December, 1961. The TIP is the department’s basic planning document for all transportation im provement programs. The annual meetings, one planned for each of the state’s 14 highway divisions, will be similar to public sessions held by the board to update the TIP in 1981. “This year’s meetings,” Secretary of Transportation William R. He added that the $l2O - million of additional revenue generated by the Governor’s “Good Roads” program has been used chiefly for maintenance to protect the highway system as originally proposed. This past fiscal year, the Board awarded contracts to resurface 3,300 miles of highways as compared to approximately 350 miles the previous fiscal year. Roberson cautioned that unless new sources of funds are found by July, 1983, the state will not have matching funds for federal highway aid used in the highway improvement program. These funds will be exhausted by July of next year. That will mean, in effect, said Roberson, that “we won’t have a highway construction program after that date!” With this very severe problem facing us, we strongly urge the public to help us make a very careful review of the projects already in the 1982 - 1991 TIP,” Roberson said. “We want the people of the state to share with us their opinions on what our priorities ought to be in view of our funding crisis.” The secretary added, “We believe the TIP is a positive approach to scheduling highway projects and other types of transportation improvements involving 'aviation, public trans portation, rail and bicycles. We need the public’s help to keep our program viable and responsive to the trans portation needs of North Carolina. “We will also bring people up to date on the status of projects in their particular area and provide them a summary of our projected revenues and the coats of construction,” he said.
