The federal excise tax on telephone service will also be raised from one to three per cent. In addition, the bill contains a new with-holding requirement for taxes on interest and dividends and a Medicare tax for federal employees. Deductions for medical expenses will be reduced as well as deduc tions for casualty and theft losses. The bill was called by many the largest single tax increase in history. I am sure that most of you saw President Reagan on television last Monday night requesting support for the bill, which he called a tax reform bill. At that time, the President argued per suasively and successfully against an alternative tax plan proposed by die House Committee on Ways and Means. The President said that it did not do a complete job of cutting taxes to the extent necessary for economic recovery. However, the economy has not yet responded to last year’s tax cuts and so government revenues have been much lower than ex pected. The frightening budget deficits that we are now facing are, at least to some extent, the result of the tax cute which the President proposed last year. These deficits have, in effect, forced the President into asking for and sup porting a S9B billion tax increase for the next three years. As if to underscore the irony of all this, the debate on the tax bill found some strange bedfellows in Congress. For example, it is the only time in recent memory when the Speaker of the House, Congressman Thomas P. (Tip) O’Neill, has taken the floor to join in supporting the Republican leadership in the House in support of a Presidential legislative initiative. It was also interesting to note that Senator Kennedy of Massachusetts supported the President’s tax plan. In the House of Representatives, the vote in favor of the tax plan was 226 to 207. Democrats and Republicans both cast majorities for the bill, 123 to 118 among Democrats and 103 to 87 among Republicans. In the Senate, Clothing Closet Located Over Pate’s Florist Open Mon. The North Carolina delegation in the House of Representatives voted 10 to 1 against the bill. I, of course, voted with most of my Colleagues from North Carolina against the bill.
