Jones In an .action that was almost totally, unexpected, the House of Represen tatives on Thursday, Sep tember 9, overrode the Presidential veto of a Supplemental Ap propriations Bill by a vote of 301 to 117. What was so unusual about the turn of events, was that it was the first time the House had voted to override President Reagan on a money bill. The only other veto overriden was on a relatively minor copyright protection bill. In the past, on such matters of veto on budget and tax bills, some forty to fifty Democrats have supported the President, but in this veto action, only thirteen Democrats voted with the President. While of the one hundred and ninety - sjve § Republican House votes, eighty one voted to override the veto, or against the ' President. In summary,‘thfe’ President’s objection to the bill was due to the fact of $9lB million dollars more than the President wanted for the handicapped, the elderly, and the disad vantaged. His main ob jection was the fact that the bill included only SSOO million of the $2.6 billion which the President has requested for defense. But in answer to the Presidential charge that it was a “budget buster”, the fact remains that it was $1.5 billion less than the President had requested in his Supplemental Ap propriations request to meet payroll and other govern mental expenses. All of the North Carolina House Members, except Re publican Members, Mr. Broyhill, Mr. Johnston and Mr. Martin, voted to override. For example, the operating loans which presently has a cap of $1,375 billion has been increased to $1,510 billion. Other programs were increased proportionately. Another major change contained in the House bill is to provide procedures whereby the Secretary of Agriculture would be required, through September 30, 1982, to forego foreclosure and allow a deferral of principal and interest payments by any individual FmHA family farmer - borrower who demonstrates that he has used good management practices, is temporarily unable to make payments because of circumstances beyond his control, and has a reasonable chance of repaying his loan if the deferral is granted, following any deferral, the reinairiing debt would be rescheduled at no increase in interest rates. Also of interest, is a provision that farmers can be eligible for emergency disaster loans if losses amount to 20 per cent or more of an individual farmer’s crops. This restores the eligibility level which was in effect before a 1981 law raised the qualifying level to 30 per cent. 'When a fellow says. Youth Run Government High school students from Chowan County and from throughout the state have the opportunity to try their hand at running state government for a day. They can “become” governor, lieutenant governor, state attorney general or any one of a number of state officials and work alongside their counterparts during annual Youth Involvement Day activities in Raleigh, November 2-3. “This experience gives our young people a closer look at the executive processes of state govern ment,” said Gov. Jim Hunt, who traditionally par ticipates in the activity. “It is also an excellent op portunity for state officials to hear the concerns and recommendations of our youth.” The theme for the two - program will be New Federalism and how it will affect the programs in our state. A workshop will be held Tuesday afternoon followed by a banquet and a costume dance that evening. Wednesday will begin with a breakfast where the youths will meet their government counterparts. The dye, called rhodamine, is not only easy to see in heavy concentrations, but it can also be measured down to dilutions of one part per billion. It is also totally harmless. The “dye job”, according to fisheries biologist Bob Hermann, is part of Weyerhaeuser Company’s continuing effort to un derstand the nature of the receiving waters in its operating area. “In this particular project”, said Hermann, “we were tracking the flow and movement of the dye out of the Roanoke River and into the Sound as well as measuring the rate at which it spread and was diluted. This will give us a very basic piece of information about the Sound - how quickly it assimilates materials placed into it and where the stuff goes once it’s there.” ! Hermann T and other company scientists made daily boat trips onto the Sound during the first week after the dye was dumped on August 25th and have made periodic checks on the material since. “The dye will be down to less than one part per billion this week so this part of the project is over”, said Hermann. Adding, “But the information we get here will help us understand how well the Sound accepts our treated effluent from Plymouth and where it goes in the water body. The dye tracking project was conducted with the assistance of Dr. Steven Anderson of the Company’s corporate staff. Rhodamine, which Hermann says looks like “beet juice”, has been used in similar projects on the west coast and in other North Carolina estuaries including the Neuse River. Safety Mark Met The woodyard crew at the New Bern Pulp Mill has just notched another safety record, says woodyard superintendent, Jim Kurz. “As of August 23, our team has worked four-and a-half years without a lost time accident”, Kurz said. “Now the challenge is to keep it going through the same kind of effort that got Page 3-B us here.” Weed Appointed To C R C Glen Wood, Manager of external affairs for the Region, has been named to a four year term on the Coastal Resources Com mission by Governor Jim Hunt. Wood succeeds DeWitt Darden, land use supervisor for the company, who had been a member of the 15- member commission since its creation in 1974.
