Whitaker en courages the people of the region including many alum ni, friends and supporters of Chowan to make their wills and to include charitable gifts as a part of their estate plan. “January is a traditional time for examining the past and making plans for the future. It is a judicious time to make your will if you have not,” Dr. Whitaker said. He continued, “Experience has taught us that many peo ple with good intentions put off indefinitely making a will often causing considerable confusion at the time of their deaths.” Dr. Whitaker advises con sulting an attorney to have a will properly executed. Nor mally, simple wills can be prepared at a very modest cost. Dr. Whitaker also reminds those who have already prepared wills that January “is a good time to review and update your will. Recent changes in federal estate tax laws may directly affect you and your family. He encourages citizens to mention to their at torneys and advisors that they would like to make charitable provisions in their wills. “Chowan College will be happy to assist citizens and their attorneys and advisors who wish to include Chowan in their estate,” Dr. Whitaker noted. A charitable gift by will to Chowan either for a desig nated purpose such as a scholarship or undesignated to the general endowment of the college will benefit the lives of young men and women through Christian higher education from generation to generation in perpetuity. Through such a gift an individual can assure his continuing influences for good over the years,” Whitaker stated. Federal law requires that after January 1, 1983, a copy of the new Inland Navigation Rules must be kept for reference on board all boats of 12 meters (39.4 feet) or more in length operating on inland waters. And all boat operators, regardless of the size of their vessel, are expected to know and comply with the Inland Navigation Rules which became effective on December 24,1981, on all in land waters except for the Great Lakes. They will become effective on the Great Lakes on March 1, 1983. The International Rules which govern the operation of vessels outside U.S. waters have been revised by 55 amendments effective June 1, 1983. The Coast Guard book contains all of these changes. The Coast Guard stresses that familiarity with the navigation rules is one of the surest ways to make vessel operations safer and more en joyable for all concerned.
