The program, "A Home Nature Trail," will be pre sented by Blair and Chrissie Currie. GRANT DEADLINE TODAY The Edenton-Chowan school system is in the process of preparing an application for a 1999-2000 IDEA Title VI Part B and ■Preschool federal grants. This represented 7.37 percent of the personal income of the state’s citizens. In addition, local gov ernments collected an addi tional $8.9 billion in property, sales, and miscellaneous taxes and fees, representing another 5.0 percent of the incomes of the state’s citizens. The result is more than a 12 percent state and local tax and fee burden. Federal collections raise the total tax burden on North Caro linians to around 36 percent. • The median total property tax burden by county in North Carolina was 1.94 percent, or about $364 per person, which includes municipal property taxes. Counties ranged from 4.73 percent in Dare County ($975.67 per capita) to 1.08 per cent in Alexander County ($211.60 per capita). • The median total local bur den by county (including prop erty, sales, and other taxes and fees) as a percentage of income in North Carolina was 4.57 per cent, up more than 18 percent from 1992. Counties ranged from a high of 12.28 percent in Dare County (with little change from the 1992 rate of 12.37 per cent) to a low of 2.60 percent in Polk County (down almost 6.5 percent from the 1992 level of 2.78 percent). • Among North Carolina counties, Dare ranked first in total tax burden as a percent age of residents’ personal in come. Among cities, Hickory ranked first among cities with populations larger than 26,000. Hickory took an average of $1,449 from each resident. Jacksonville was last on this list, taking just $421 from each resident. Among municipali ties with fewer than 25,000 resi dents, Lexington ranked at the top, taking $1,689 from each resident. Weddington ranked ' last, taking just $28 from each resident. It is important to note that incomes very among counties, and this can affect the rankings. Counties of similar size and similar tax collections can very as to the burden, be cause of differences in per capita incomes. Differences among counties can also re flect the rate and extent of an nexation, which places more taxpayers onto municipal tax rolls. Additionally, the Locke analysis excluded intergovern mental revenues, municipa electric charges, hnd bond pro ceeds. While this study is not tlr last word on taxation in North Carolina , it helps tq give resi dents a picture of just hov much of our income is going to pay for government. At 36 per cent, it’s a lot. Most taxpayers will probably want to take this into account the next time they are hit up for another tax in crease. .
