Chowan’s collections
rate has been slightly
above 95 percent each year
since 2009, but Lamb said it
should be a few percentage
points higher. The county’s
top tax delinquent - Water
front Group at $67,637 has
been past due since 2009.
There is $353,417 de

Government entities
wield greater collections
authority thanprivatebusi
nesses when it comes to
collections. Garnishments
can include deductions
from a tax delinquent’s
paycheck until the debt is
paid. Bank attachments
can siphon the entire hold
ings in an account to apply
toward the delinquent tax.
There is also the ability to
intercept tax returns.
The county also has the
right to foreclose on a prop
erty, which often prompts a
lender to intervene.
“Most banks, to protect
their lien, they’ll pay the
taxes and add it to the
debt,” Lamb said.
When a property owner

ever, local governments
also lose out on collec

borne of the delinquent
taxes are the result of
new discoveries from tax
audits. Two of the top five
were found after taxable
property discovered at
the respective businesses.
Once the county hires a
new employee designated
for tax collections, the
collection rate should im
prove, Lamb said.
Those efforts will in
clude wage garnishments
and bank account attach
ments. Only 100 garnish
ments have been imple
mented since 2008.
‘If it’s bankruptcy, we
have to suspend all efforts
to collect,” Lamb said.
In addition to another
employee, the tax office
will also need new com
puter software, at a cost as
much as $150,000, to make
the department more effi
cient.
But, Kepley adds that ft
will take time to make all
of the necessary collec
tions.
“It didn’t come up in
a day, it’s not going to go
down in a day,” he said. !
