Commissioner Emmett Winbome cast the lone dis senting vote, questioning the benefit to the county of the $400-$500 a month it could cost to maintain the state-installed landscaping. The board had discussed the matter previously dur ing its Jim. 20 meeting. At that meeting, the commis sioners asked N.O. Depart ment of Transportation Division Roadside Environ mental Engineer Pat Mans field if she could come back to them with drawings that would illustrate how one of the areas might look if beau tified to greet visitors. Following a suggestion offered by Commissioner Keith Nixon, who heads the Chowan County Tourism Development board, Man sfield told the commission ers she would “lx- glad to work with the TDA" to get some input while she devel ops a design to bring back to them.
