Nayy range manager convicted in a six-year scheme to steal property front the I' S Department of Defense hits been sen tenced to a year in a half in federal prison. 1 S District Court .Judge James ( I teverlll on Friday sentenced Harry C. Mann, SO. of Manus Harbor, to 18 months in prison and or dered him to pay $ 149,91)9 in restitution to the federal government and a $75,000 fine, a press release from the I'.S, Attorney’^ (iffice for the Eastern District of North Carolina states. Mann pleaded guilty to accepting illegal gratuities in < ictober. According to the federal government, Mann had been employed by the Navy tit a practice bombing range southwest of Manteo since 1968. Both Navy and Ma rines aviators use the range as a place to drop inert bombs and fire live rounds at practice targets, and as range manager, Marui’s job was to construct and main tain the targets. Between January 2005 and May 2011, the govern ment said, Mann requisi tioned nearly $16 million in surplus government prop erty, including trucks, ex cavators, bulldozers, cranes and trailers. Mann got the property from the property from DoDs Defense Re utilization and Marketing Office, the agency charged with disposing of excess property or reusing it for military purposes. According to court docu ments, prosecutors alleged that Mann allowed two recycling operators based in Chowan County - Rudy Lozano and John Williams — to take the gov ernment-owned property from the bombing range and sell it for scrap metal. The two recyclers would then pay Mann kickbacks that totalled $175,000, the government said. Mann demanded the two scrappers pay him in cash when they were alone so the payments could not be observed by others, the gov ernment said. One cash pay ment for $16,300 was paid to Mann at his home on May 18, 2011. The government claimed Mann had the local scrapper put the payment in a flower pot to hide it. According to prosecu tors, the scheme to defraud the government came to light after N.C. Division of Motor Vehicles inspectors spotted heavy pieces of equipment being transport ed in the Edenton area and alerted the Navy, which ini tiated an investigation. The Navy Criminal Investigative Service, the Department of Defense Investigative Ser vice, and the Defense Logis tics Agency, Office of the In spector General, ended up taking part in the probe. Lozano and Williams have already pleaded guilty to federal charges of theft and conversion of govern ment property, as well as aiding and abetting the theft READING Continued from 1A to runt] North Carolina," Steinburg said. He read that book and learned as much about magic as he could. But throughout the school year additional books about magic be came part of the collec tion. He rear! everything he could get his hands on about magic By the end of the year there were 11 books about magic in the school library. Shelton said he learned at his 40th high school re union that |jis teacher had bought the other 10 books about magic and donated them to the library so he would have books to read about magic. He told the children that reading could open pathways for them the same way it had opened for him a pathway to be ing a magician. One of the most popu lar tricks Shelton per formed was stuffing a box with loose sheets of paper, placing a lid on it, and then lifting a lid to reveal a box full of dollar bills. He then repeated the closing and opening of the box, revealing a rabbit in the box where the money hail been. The only tiling better than a box full of money is a box filled with a bunny,” Shelton said as the rabbit appeared inside the box.
