Mr. Hendrix advocates the repeal oC the Act of 192<> which allows makers of loans to charge three and one-half per cent per month or a total of forty two per cent per year, and declaring that gigantic financial institutions have been built up on six and sever per cent and that no justification exists for the State making the legal rate forty-two per cent.
