C., Friday, December 30, 1932 $1.00 YEAh 5c COPY Preamble And Resolutions Of Taxpayers League (Continued From Last Week) To the naw officials who are being installed in office, we, the League, extend greetings and our best wishes for an economical administration of the county government, and further more, the League pledges its cooper ation for good and wholesome gov ernment, and also we will state that these Resolution? wjere formulated before the late election and without any knowledge a? to who would be the new incumbents in office. All of which things are respect fully submitted for consideration and adoption if found practical and equitable. o RESOLUTIONS OF THE LAW EN FORCEMENT AND TAXPAYER'S LEAGUE OF CHEROKEE COUNTY AS ADOPTED IN -MASS MEETING DECEMBER FIFTH 1932. Resolved, That the perdiem of the county commissioners should not be mere than- Two Dollars and fifty cents per day, and that they shall receive no compensation for call meet ings unless the same is sanctioned by law. Resolved, That the perdiem of the register of deeds while action as ex officio clerk to the board of com missioners should not be more than Two Dollars and fifty cents per day, and that he should not receive more th^n Six Hundred Dollars annually for computing and completing the tax books including abstracts, re icipts and all reports required by law. Resolved, That the salary of the I county auditor should be reduced to J Fifty Dollars per month, or that the | cffice be abolished and transfeVred ; to the office of register of deeds, and j the register of deeds be allowed fifty dollars per month extra for perform ing the duties of said auditor. Resolved, That minutes of the commissioners as kept by the register of deeds should include all the pro ceedings and transactions at each meeting, stated in brief cincise and definite order, including a list of all insolvents credited to the tax col leciort .also a record of all release granted and the reason for the same. That all claims audited by the board annually and filed in the office of the register of deeds as required by law, should be numbered consecutively instead of being filed in the auditors office as is now being done. Resolved, That the fees allowed the jailor for the board of prisoners in the county jail should not exceed thirty five cents per day for each prisoner. Resolved, That the salary of the county physician should not exceed lifty dollar? per month for his ser vices rende'red to the inmates of the county home and the indigent prison ers in the county jail, and including all quarantine required oif him. Resolved, That the office of County Supervisor of taxes should fee abolish ed, and that the duties of said office he performed by the chairman of the board of commissioners, for which he shall receive not more than fifty dollars annually, extra to his fees as commissioner. Resolved, That the penaltv tax of 10 per cent required by law of delin quents who fail to list their taxables in due time should be charged and added to their other taxes cn the tax book by the clerk, and the same ba collected ty the tax collector .same as other taxes unless good and lawful reasons be shown for said failure to list. Resolved, That no credit for insol vent taxes should be credited to the sheriff, or tax collector unless he has previously posted a list of the same at the court house door, and three pr.blic places in the township where the taxes were listed. Resolved. That the tax sales ce'r- , tificates belonging to the county j should remain in the hands of the tax | collector for redemption; and that he j shall record the same in the tax sale book and furnish a copy of th? same to the commissioners, for reference; and that he shall collect or receive all "redemptions made by the delin quents, including penalties and costs and Credit the same on the sale book, date and end-or*#* the same, and that he shall annually or at such as the commissioners may require report all Murphy Youny Lady Marries In Georgia Coming as a suprise to their friends in Murphy is the announcement this week, of the marriage of Miss lllma Louise Dyer, of Mu'rphy, and Mr. Forest Abernathy, of Marble. The ceremony was performed in Blairs ville, Ga., on November 5, by V. C. Hughes, justice of the peace. The b'ride, a daughter of Mr. and Mrs. J. W. Dyer, of -Murphy, graduated from the Murphy high school with tht class of 1932. The groom is the son of N. W. Abernathy, of Marble, ex-sheriff of Cherokee county. Born to Mr. and Mrs. William Wal den, of Culberson, a daughter, Ethel, November 20. money so received and pay the same to the County Treasures and account for the same in like manner to other taxes collected by him, provided how ever, that the commissioners may at any time dispose of any of said cer tificates by assignment or otherwise, in which case the disposal should be recorded on the sale book; provided further that at the end of the said tax collectors term of office he shall deliver the sales books with all re maining certificates to his successor in office. Resolved, That the annual salary of the County Superintendent of Public Instructions should not ex ceed tifteen hundred dollars, which matter is referred to the County Board of Education for their consid eration. Resolved, That an investigation should be made as to the cost of lights, phones and refrigerators in the court hous? and if found excessive should be adjusted or dispense with. Resolved, That we believe that too much money is being paid certified accountant? for auditing the county books, which work in most cases we believe should be made by the of ficials in charge, or at their expense. Resolved, That we believe that the salary of three hundred dollars being paid as we understand to the Juv nfle Judge is excessive and should be adjusted to an equatable basis. If found so. Resolved, That in ou'r opinion the salaries and costs of our Public schools are excessive. Some -of us can re member when our best teacher* were satisfied with a salary of sixty dollars per month and grammar grades were receiving from twenty five to thirty five dollars, therefore we appeal to our legislators for an equitable ad justment in keeping with the times. Resolved, That if any of these re destine legislation pertaining to of fica should be had, unless the same has been advertised in the county press. And that the statutes should bescaned and all such of a selfish nature should be repealed. Resolved, That if any of these re solutions are found to be incompat able with the existing law they should be modifie\ or remedial legislation sought. Confirmation Of Commission Ruling Is Received Here W. M. Fain, pre.-ident of the Mur phy Lions Club, is in receipt of the following letter from the Georgia Public Service Commission, confirm ing the rcctnt ruling of the Com mission relative to the discontinuance of passenger service on the I.. & N. between Blue Ridge and Murphy: Copy Georgia Public Service Commission Atlanta, December 10, 1U32. .Messrs. Tye, Thomson & Tye, Dis trict Attys., Louisville & Nash ville R. R. Candler Bldg., Atlanta, Ga. Gentlement: I am directed by the Commission to inform you that it has given con sideration to and granted applica tion of the Louisville and Nashville Railroad Company to discontinue its mixed passenger and freight trains on the Mu'rphy Branch betwee Blue Ridge, Georgia, and Murphy, N. C.. and substitute daily (except Sunday) freight service on this branch by op erating via Murphy, Blue Ridge and Etowah its local freight train No. 11 (northbound), covered by your file 18822. The authority granted by the Com | mission is not to become effective until the highways are in usable con dition for year around service and this improved condition of the high ways must be the subject of further hearing by the Commission before the authority herein granted becomes effective. BY OLE MAN Ml Kl'IIY IflS-SF.I.F We notice from the proceedings of i the county commissioners as printed j in the columns of the Scout th at the board of commissioners met in SPECIAL session on the 5th in stant. We wish to disabuse the the author of these words, whoever he may be. The Code says that the board shall hold two regular meetings each year, viz: December and June and that these meetings may be ad journed from day to day until the the pending business is disposed of; and furthermore, the same law says that they (the board of commission ers) may hold special meetings on the first Mondays 0f each of the other months, but that they shall not receive compensation for more than two days at these meetings, and it further- provides that call may be held at oiher times on the request of any member of the board and due adver tisement of the same but tha the board are to receive no compensation for these called meetings. Now it appears to the writer that the meeting held on the 5th day of December was a reguler meeting fixed by the law at which time of a new board were installed in office, and organized by the election of a chairman for the ensuing year, etc. At this meeting we notice that the new board have very properly made some adjustments so as to re duce some of the county expenses, for which we wish to congratulate them, and to express the hope that this is but the beginning of other savings yet to be made. Shearer were Murphy visitors Thurs day. Mr. Lon Raper of Oak Park was I a Patrick visitor one day last week. Rev. J. R. Hamilton has* returned home after spending seven weeks in revival meetings nea'r Murphy, N. C. He reported a success. Messrs. Guy and Condry Eller were Murphy visitors Saturday. Wishing the Scout family a Merry, Merry Christmas and a Happy New Y ear. Mrs. Ben Posey Sr. Died December 21st Mrs. Elizabeth Hennessay Posey, 72, died at 6:50 Wednesday evening. December 21st. at the home of her son. John E. Posey, following a sec ond stroke of paralysis. She had been ill for sometime Funeral services were held at the Methodist church Thursday afternoon h! 2:30 o'clock with the Rev. J. H. Carper, pastor of the Methodist Cir uit. agisted by the Rev. C. K. Tur ner pa-tor of th< Baptist church. Mi:. Posey was a member of the Methodist church. Active pallbearers were: Dr. J. X. Hill, Harry P. CoopeV, Fred Dick ey. Ahernathy of Sylva. Tax Payers League Committee To Meet The Executive committee of the taxpayers league will meet on Satur day, December 31st. Prof. L. E. Mjtuney, p're-*ident urges all members of the committee to he present. ANDREWS (Last Week's* Letter) Messrs. Edwin Hyde and Elton Bradley spent the week end in Ashe ville. Misses Merdith Whitaker and Ruth Morgan are spending their holidays in Andrews with their parents, Mr. and Mrs. H. M. Whitaker and Mr and Mrs. J. A. Mo'rgan. They at tended during the fall school at Merdith College. Mr. Edwin Hyde has returned from State College to spend the holidays with his parents, Mr. and Mrs. W. A. Hyde. Mi. Ralph Moody of Murphy, was in Andrews on last Friday attending to jfrofessional business. Master Gibbs Prevost is spending some time in Asheville as the guest of Troy Parham. Mr. N. C. Bellamy who nas been away at Elizabethton, Tenn. return ed to Andrews the latter part of he past week. Mr. D. H. Tillitt was in Murphy on Saturday of the past week attending to professional business. Mark Boone who has been attend ing State College is at home for the holidays with his parents, Mr. and Mrs. J. M. Boone. Air. and Mrs. Clyde H. Jarrett and Clyde Jr., made a trip to Abbeville on last Fiiday lor the purpose of caErrying Miss Sallie Mae Alpin, Miss Gladys Chadwick and Messrs. L. L. Miller and X. B. Phillips, Jr. Mr. and Mrs. Jarrett and Clyde, Jr. returned to Dillsboro and spent Sat urday and Sunday with Mr. Jarrett's parents, Mr. and Mrs. Frank Jarrett. Mr. and Mrs. Zala Adams were business visitors in Murphy on Sat urday of the past week. Airs. L. F. Nichols and son Lee, Jr. are pending: the Christmas holidays with Mrs. Nichols* parents, Mr. and Mrs. W. B. Chandler. Mr. Nichols on last Sunday took them as far as Gainsville. Ga. where Mr. Chandler met them and carried them ?n to Villa Rica . Ga. Mr. J. H. Christy made a trip on last Sunday to Gainsville. Ga. Sheriff L. L. Mason and Deputy Sheriffs Ed Barnett ind Toby Fain were in Andrews on last Saturday on professional business. Superintendent J. J. Stone and Mrs. Stone and sons, Jimmic and Bobbie, left Andrews on last -Satur day for Charlotte where they will spend their Christmas holidays with Mrs. Stone's parents. Mrs. Catherine C.
