C. 36-2tc TO THE CITIZENS OF CHEROKEE COUNTY IV. Roy fqihci? I have announced and qualified with the State Board of Elections for Solicitor of this District in the Primary election to be held on May 25th. In making this announcement I realize the people of the County would like to know my views as to the duties required of the Solicitor, who is the citizens' representative in the administration of the criminal laws of the State, as it applies to the various Counties of the District. I hold it to be the primary duty of the Solicitor to fairly and dili gently present all matters which constitute a violation of the law to the court to the end that justice may be done to all parties concerned and to the public generally. The in nocent should go free but the guilty should feel the pun ishment of the law, in keeping with the seriousness of the violation. If 1 am elected as your Solicitor I shall be dili gent in the prosecution of the court docket, yet I shall give sympathetic consideration to the young first offenders with the view of assisting them back to the road of good citizen ship. Citizens interested in the affairs of the ccurt may feel free to discuss their matters with me and I will give attentive ear. When the whole picture is before me I shall use my best judgment in the matter. Touching upon my ability to make a good Solicitor, I call attention briefly to my record: I have been in the active practice of the law since 1923, and during this per iod of time I have served as State Senator for the district made up by the counties of Haywood, Jackson and Transylvania, and as Assistant United States Attorney in the Federal Court for almost seven years, presided over by Judge E. Y. Webb, of Shelby, North Carolina. I thoroughly understand the problems of our ex-service men, having served in World War 1 myself, and have been interested in Veterans' affairs since, in the way of obtaining pensions for disabled soldiers, and pensions and allowances for widows and orphans of our deceased soldiers. For these services I have made no charge and do not now intend to start. In no event shall I ask for the Solicitor's office for more than two terms, and at the expiration of it, whether it be one or two terms, I shall in no way attempt to use the Solicitor's office in naming my successor, but shall leave it to the good judgment of the citizens to select their representative from whatever County they choose. I shall not be able to see all of you personally before the Primary, but let this state ment serve to solicit your support in my race for Solicitor. CORDIALLY YOURS, W. R. FRaNCIS, April 2, 1946.
