Greene chairman of the ASC state com mittee, said that the major reason behind this was that farmers in the market place are entirely at the mercy of the buyers. On products not supported by COC they have no control whatsoever over the prices their products bring, he s&id. On supported commodities their control Is limited to the level of support. Greene said that farmers now receive only 39 cents out of every dollar spent for food in the retail store. This is the lowest share the farmer has received In the last IS years. This compares with a 83 cents share In 1945 and 42 cents last year. Greene said that he hopes that this spread can be reduced, not by reducing the price the retailer re ceives, but by increasing the price the . farmer receives. "That's Just what ASC has been trying to do for a number of years. That's Just what our Agricultural Conserva tion Program r -,d all of our Price Support Programs are doing now to the full extent made possible under present legislation", he said. Thla fact and other* revealing the careful and conservative pro gram of North Carolina are shown In a comparison of the character istic of North Carolina families receiving aid to dependent chll dren (ADC) with the most recent comprehensive reports of ADC families in the nation as a whole, according to Dr. Ellen Winston, commissioner of the State Board of Public Welfare which administers this public assistance program. In 53 percent of the ADC cases) among white families the father! has died or is incapacited and for] tis reason the family has applied for help under the aid to dependent children program. This cause oc casions only 47 percent of the cas es in the nation as a whole. In the ADC cases in North Caro lina the father is less likely than families in the nation as a whole to have left his family through di vorce, separation, desertion, or not being married to the mother. The national percentage for these reasons is 44 percent, as compar ed with only 35 percent in North Carolina. However, in the nation as a whole only 4 percent of white fath ers of children receiving ADC are in correctional institutions while for North Carolina the per cent is nearly 10 percent, practic ?lly 2l/2 times the national average This again points to the need for intensive programs in connection with the rehabilitation of imprison' ed fathers of young children. So far as non-white families 'are concerned, death or incapacity ot the father is the reason the family applies for ADC in 33 percent of the cases in North, Carolina as compared with the national aver age of 24 percent. Among non-white families re ceiving ADC, North Carolina has a better record than the nati6naJ average with regard to the separa- ? tion of the father through divorce, , desertion, or not Mm married to the mother.
