[Across from Pembroke FCX], Indian Library Planned Since June of this year, representatives from rural and urban Indian communities and various state agencies and professional library associa tions have been making plans for the development of a State Plan for Indian Library and Information Services. North Carolina is one of four states including Minnesota, New Mexico and Washington se lected for the development of state library plans for Indians by the Library Project of the National Education Associa tion. Technical assistance is be ing provided by PROJECT ILSTAC (Indian Library Ser vices Technical Assistance Center) of the National Indian Education Association in Min neapolis, Minnesota. Dr. Che ryl A. Metoyer is the Project Director. Planning meetings have been held in the Indian community of Pembroke and more recently at the Ramada Inn in Apex near Raleigh. Representatives of the Haliwa, Choharie, Lumbee, Cumber land County Association of Indian People, Guilford Co. Native Americans and Metro- iina Native American Associa tion, Waccamaw- Siouan, the Qualla- Boundary Reservation Public Library in Cherokee, community public and school librarians. Title IV Indian Education Coordinators, com munity service workers, and representatives of the N. C. State Library, the North Car olina Library Association, Southeastern Library Associa tion, the N. C. State Depart ment of Public Instruction- Division of Educational Media and the N. C. Commission of Indian Affiars, have been involved in several planning sessions for the development of a North Carolina State Plan for Indian Library and Infor mation Services. Efforts have been made to involve state agencies respon sible for the delivery of library and information services and professional library organi zations and associations in the initial planning with represen tatives of the North Carolina Indian communities. Thus far, these agencies and associa tions have endorsed the need for expanding existing library and information services and encouragine the development of new services for Indians. Dr. Annette Phinazee, Presi dent of the North Carolina Library Association and Dean of the School of Library Science at North Carolina Central University, one of the two American Library Associ ation accredited schools for library education, Ms. Marian Leith. Assistant State Librari an and Sue Barclay of the Division of Public Libraries. Ms. Elsie Brumback, Director of Educational Media of the N. C. State Department of Public .Instruction, and A. Bruce Jones, Executive Director of the N. C. Commission of Indian Affairs have represent ed their respective agencies and organizations in the plan ning and development of the North Carolina State Plan. Ms. Elaine Von Oesen is the representative for the South eastern Library Association, the regional professional li brary association for Alabama, Florida. Georgia, Kentucky, Mississippi, North Carolina. South Carolina. Ten essee, Virginia and West Virginia. To date, the Planning Com mittee has developed and approved a draft of the N. C. State Plan with a statement of goals, purpose and scope, and a priorities and action plan. Basic demographic data has been compiled and additional • date relative to public library services and public education and school library services should be completed and submitted in early December, the projected date for com pletion of the N. C. State Plan for signatures of respective slate agencies entering into the policy agreement.
