July I. 1963 at 8 p.m. in the PSU Performing Arts Center. Featured entertainers will include LRDA's Lumbee River Native American Center for the Arts Dance Troupe and Rhonda Bangs, instructor. The Dance Troupe members include Andrew Hunt, Jamie Locklear, Mark Graham. Kenny Hunt and Anthony Locklear. The Dance Troupe has traveled extensively in and out of the state of North Carolina. Brenda Hunt Williams is a former Miss Lumbee. Miss PSU and co producer of the 1982 and 83 Miss Lumbee Pageant. She willl also perform. She has been versatile in pageants throughout the slate as judge, entertain er and emcee. Brenda played the role of Rhoda Strong in the 1979 production of "Strike at the Wind." Brenda is married to Allen Williams of Lumberton. NC. Nora Dial of Greensboro will perform. She is the reigning Guilford Native American Princess. She has traveled throughout North Carolina and other states as well. Entertainment will also be by Lori Ann Locklear who recently won the Wrangler County Starsearch Competi tion in Greensboro. She is a composer and an exceptional talent vocally. She is a recent graduate of Hoke County High School and is presently a sophomore at PSU. Lori Ann is inierestedin pursuing a full time career in country music. She is the daughter of Mr. and Mrs. Russell Locklear. Willie Lowery of Pembroke will perform also. He is musical director of the outdoor drama "Strike at the Wind" and LRDA's Lumbee River Native American Center for the Arts. Willie has performed in various night clubs throughout the world and is an original composer as well as a performer. He is marfied to the former Patsy Dial. They are the proud parents of a daughter. Miranda. Serving as Mistress and Master of Ceremonies for the 1983 Miss Lumbee Pageant will be Jackie Jacobs and Ronald P. (Ron) Andrade. Jackie is a former Miss Lumbee and served as last year's mistress of ceremonies, she is currently employed as Resource and Promotion Director of the Telecommunications Network at PSU. She is the 22 year old daughter of Ms. Martha Jacobs and the late Calvin L. (Jack) Jacobs of Hope Mills. NC. Ron Andrade has been executive director of the National Congress of American Indians since 1980. He is a member of the Luiseno- Diegueno tribe from LaJolla Reservation in California. Ron has published several major articles and a proposal writing manual M knd fiscal accounting guide for Indian organizations. His most recent honor was being named an Outstanding Young Man in 1981. Pembroke OKs Budget ? by Bruce Barton Pembroke-Mayor James A. "Pete" Jacobs and the Pembroke Tow n Councfl which consists of Councilmen Larry T; Brooks. Milton Hunt. Sam Dial and Rodfe? Locklear quietly worked through the * _ budgetary process this yeaj wiLhout the^ acrimtnous debate of past years with the citizenry. The council adopted the recommenda tions of Town Manager McDuffie Cummings without undue fuss Monday night. The town's budget of $829,978 was adopted without a tax increase which stays at last year's 70c per one hundred dollars valuation. However, the new budget which includes $541,678 (general fund) and $288,300 (water and sewer fMdkyvill include ft slight increase of 50c rtt the sanitation fee charged each household and an adjustment for certain businesses which generate a large volume of garbage. The new budget also includes an increase of 20c per one thousand gallons of water used. Town Manager McDuffie Cummings noted that "there has not been an increase in residential rates for water and sewer over the last seven years.". Cummings also noted that the town is presently administering a Community Development Grant of $257,000 as well as a 201 Facilities Plan of $700,000 for water and sewer improvements that are budgeted seperately from the town's general budget. The budget also includes a five percent cost of living increase for each employee of the town. Cummings noted, in his budget message. "Given the fact that there were no cost of living increases in last year's budget, we feel the recom mendation is reasonable. In addition, the budget continues to reflect the town's concern for health and safely by special appropriations to the recreation, rural fire and fescue departments." IN OTHER MATTERS... The council concluded public hear ings on where convenience stores and service stations may be located. The board decided, after the public hearing, that convenience stores and service stations may be located in a C 3 Zoning District which is a Highway Business District, and disallowed the businesses in a C I (Central Business) District. The council also decided on conditional use in a C 2 Zone which is a Neighborhood Business District. The council also authorized the mayor to sign an EDA Grant application in which the town is asking for approxi mately $600,000 to be used for sewer improvement in. the tow n's systcjn. And the council changed the next meeting from July 4 to July 5. Ammons named 'Acting Chief PEMBROKE-Pembroke has named Kirby Ammons as "acting" Police Chief as Police Chief Vernon Oxendine con tinues to convalesce from a serious heart operation. Ammons. 38. seems particularly pleased with the appointment by Town Manager McDuffi^ Cummings because his father, who now lives with him in the Union Chapel Community, was once Pembroke's Chief of Police loo--195b 1957. Ammons. his wife Mary Ellen, and their four children, all attend Evergreen Holiness Church. Ammons. a life member of the VFW. was a corrections officer for ten years prior to his employment by Pembroke as a police officer. Ammons said. "I am pleased to be given this opportunity to serve the fine community of Pembroke. I look forward to the challenge." RESCUE SQUAD HOSTS HOMECOMING EVENTS The Pembroke Rescue Squad will be hosting several events on Saturday. July 2nd during the Annual Lumbee Homecoming. 1. Hot Dog Stands will be set up in the Town Park and at First Union Bank. The price of the hot dogs will be .50 each. 2. A free Blood Pressure Screening will be available at each site with certified Emergency Medical Techni cians monitoring each station. 3. The Rescue will have on display some of its emergency equipment, and will have demonstrations on its use. 4. Tickets for a Raffle to be held on August bih will be on sale. The Squad will raffle off a hand-made afghan and a 26" bicycle. The price of the tickets is SI.00each and may be obtained from any Rescue Member.
