DIAL, EDWARDS
PLEAD GUILTY TO
LESSER CHARGES
WILMINGTON--Two men facing fed
eral charges in connection with misuse of
Robeson County's federal jobs training
program funds pleaded guilty to lesser
charges in U.S. District Court here
Monday.
. James C. Dial, principal of Pembroke
Elementary School for 15 years, pleaded
guilty to a misdemeanor charge of willful
misapplication of job training funds. He
was fined Sl.OOO and ordered to pay S200
in restitution to the U.S. Department of
Labor, the agency which administered
the program.
Dial had been indicted on a felony
charge of misapplying more than $100 in
training funds. Dial could have been
sentenced to two years in prison and
fined $10,000.
The Rev. H.E. Edwards, a guidance
counselor at Scotland High School in
Laurinburg. pleaded guilty to two
misdemeanor counts of willful misap
plication of job training funds. He was
given a one-year suspended sentence,
fined $2,000 and ordered to pay $2,000
in restitution to the Department of Labor,
by federal judge Earl Britt, himself a
Robeson County native.
Edward^ was also placed on a three
year probation and ordered to perform
four hours of community service each
week for a year.
Edwards, also a Maxton minister, had
been indicted on 11 counts of making
false statements to the government and
two counts of obtaining $3,691 in training
funds by fraud.
The FBI investigation of Robeson
County's Comprehensive Employment
and Training Act program resulted in 11
indictments, including County Manager
Paul Graham. County Attorney Joe Ward
and Herman Dial, former chairman of
the Robeson County Board of Com
missioners, who are yet to be tried.

He served one term on the Pembroke
Town Council from 1973-75. Presently he
is vice chairman of the Robeson County
Parents Action Committee, a member Of
the Pembroke Kiwanis. a member of the
Independent Agents Association, a
member of the Professional Insurance
Agents Association, a member of the
U.S. Army Reserve currently holding the^
rank (if CW2 (Chief Warrant Officer!
having served 18 years. He is a past vice
president and president of the Robeson
County Life Underwriters Association.
Mr. Thomas is married to the former
Porchia Locklear. he has one duaghter

Upon announcing his candidate for
Pembroke Town Council. Mr. Thomas
released the following statement:
1 have lived irr Pembroke since 1%9.
I'm proud to be a citizen of Pembroke.
I've seen a great deal of growth and
progress during ihat time. I've seen the
development of the town's recreation
parks, public housing, changing the form
of government to the town manager
council form of government, upgrading
water and sewer and streets, establish
ing a courthouse, annexing and etc.
I've seen the tow n grow and prosper in
population, new businesses and the
consolidation of local schools. But there
-tre many areas that should be inproved.
In order to hold taxes down. Pembroke
has to continue to increase its tax base by
encouraging new businesses to open
within its corporate limits.
I beleive in more progressive govern
ment and it elected on Tuesduv.
Novembers. 1983. 1 promise to serve the
people of the Town of Pembroke to the
best of my ability and w ith all my energy .

cipal candidate to formally announce.

and councilman Sam Dial are contesting
for the mayor's chair. Present Mayor
James A. "Pete" Jacobs decided against
a re-election bid.
The election is set for November 8.
Red Springs man
accused of Rape and Murder
RED SPRINGS ? Bond was denied Monday in Robeson County
District Court for a Red Springs man accused of the rape and
murder of a teenager Saturday.
Roscoe Artis, 42, is being held in the Robeson County jail on
charges of first-degree murder and first-degree rape in connec
tion with the death of Jo Ann Brockman, 18, also of Red Springs.
Investigators with the Robeson County Sheriff's Department
found the partially clad body of Miss Brockman Saturday after
noon in a wooded area behind a Red Springs auto dealership about
a quarter mile from her home.
She had been reported missing a few hours earlier by her boy
friend, said sheriff's Detective Garth Locklear.
Locklear would not say what led to the slaying or how Miss
Brockman was killed, but he did confirm that she was raped.
Relatives of Miss Brockman told investigators that she was
seen walking with Artis a few hours before her body was discov
ered, Locklear said.
Artis was arrested about 11:30 p.m. Saturday.

A variety of delicious foods were
served including grilled steaks, chicken,
hamburgers, hot dogs, sweet potato pie.
and birthday cake. Everyone enjoyed a
great time of fellowship. Prayer of
thanksgiving was offered by Mrs.
Ludahlia Hammonds. Gifts were re
ceived.
BAKE SALE
The Ladies Auxiliary Club with the
Burnt Swantp-Philadelphus Rural Fire
Department will sponsor a Bake Sale and
a Yard Sale on the campus at Union
Chapel School on Saturday. October 29,
1983 at 9 a.m. The Action Sale will begin
at 2 p.m. Membership for the Rural Fire
Department may be purchased at this
activity.
HOMECOMING DINNER
The West Robeson Senior High
Athletic Booster Club will sponsor a
Homecoming Dinner Friday, Nov. 4,
from 10 a.m. until 7 p.m. There will be a
choice of barbecue or chicken. Plates will
cost $3 each.

Maynor
named to
Indian
Commission
Hoke County Register of Deeds Delia
Maynor became the first representative
of that county on the N.C. Commission of
Indian Affairs on Tuesday night. Oct. 25,
1983. Maynor garnered 226 votes,
overcoming Robeson County's candidate
Valenda Morgan (150) and Scotland
County's Mary Brayboy Munger (16).
The election was held to elect a
representative for the northern part of
Robeson County. Scotland County and
Hoke County. Voting was held at 7
locations.
