Changing of the Guard
at Pembroke Post Office
SIM OXENDINE NOW RETIRED,
PHY US FREEMAN NOW DELIVERING
MAIL ON ROUTE 1
Dosey Chavlo, Pembroke Poet Mooter,
Is shown above with Mis. Pbylta Free
man, the new Route One Rural Mafl
Carrier, passing on some mall for
distribution.
PEMBROKE-Sim Oxendine retired as
the rural mail carrier for Pembroke Rural
Route One on January 3, 1984.
His replacement is a woman-Phylis
Freeman--from the Smyrna area near
Lumberton. She assumed her new duties
February 18, 1984 and affirms that there
are "very nice people on Route One."
She is married to Jimmy Freeman, a
Coca Cola salesman who works Pem
broke too. They have two children.
Mrs. Freeman previously had a Lum
berton route but says she came to
Pembroke for the experience of working
in a small post office. She likes varied
experiences in the postal service and is ?
ambitious and hoping for future ad
vancement within the system.
Mrs. Freeman is the first to be hired at
the Pembroke Post Office under a July
*81 contract between the U.S. Postal
Service management and the Rural
Carrier's Union. The '81 contract re
moves substitute mail carriers from
consideration as possible replacements
when openings now occur within the
rural carrier ranks, although they can
take the postal exam when open like
anyone else.
Sim Oxendine, now retired, was the
last rural mail carrier answerable under
the old system. Oxendine was
part of a grandfather clause that
protected all those hired prior to the '81
agreement.
Rev. Simmie Barton, the substitute
carrier for Route One, was not consider
ed for Oxendine's replacement because
of the '81 agreement, according to Dosey
Chavis, Pembroke Post Master.
Barton seemed miffed when by-passed
for the position but remains as the
substitute carrier for Route One.
Post Master Chavis claims nothing can
be done for those like Barton who are not
permanent rural carriers when an
opening occurs like the one in Pembroke.
When queried about Lumberton's lack
of Indian mail carriers, for instance,
Chavis affirms that the same rule applies
to Lumberton. Chavis said, "As I
understand it Lumberton has one person
left who would be eligible under the old
system. After that position is exhausted
alf rural mail carrier positions will be
posted and rural mail carriers throughout
the 116 offices in the district will be given
preference?and that includes Pem
broke."
Said a wag at Town and Country
Restaurant, one of Pembroke's favorite
watering holes, "Maybe they are taking
politics out of the post office. I just don't
know if that's good or not..."
Elery Sampson continues as the Rural
Mail Carrier for Route 2; his substitute is
Carlton Bray boy.

that was conducted following complaints
brought by Deep Branch citizens Rofus* *

ties at the school.

indictments, if warranted.

between Pembroke and Lumber-ton on
Rt. 4 is K-6, and has 400 students.
According to the audit report, the
