Robeson Water
Cost Studied
LUMBERTON ? County Man
ager Paul Graham told the
Robeson County Board of Com
missioners at its Monday night
meeting that consulting engineers
estimate it would cost in excess of
$10 million to construct the third
phase of the countywide water
system, with probable financing
through a bond referendum.
Koonce, Nobles and Associates
engineering firm gave the
estimate and the company is
planning the third phase, while
working up a more complete
estimate of the cost, Graham said.
Commissioners had recently
asked for the estimated cost for
the third phase and Graham said
Monday they would have to decide
if they want a bond referendum in
1985 to let voters decide if they
want to finance the third phase.
The second phase of the water
system has been underway since
last month, funded by a $7 million
bond referendum which will cost
about $8 million, up to 3,600
customers will be served by the
project, Graham said.
He noted that the engineers will,
apply for a $400,000 federal grant,
coupled with $1.6 million in lef
tover bond money to add about 650
new homes under the second
phase. If the third phase is
completed, 90 to 95 percent of the
county's households would be
covered by the system, he said.
In other action, the board
authorized county manager Jim
Martin to talk with Lumberton city
officials about the possibility of the
county using the city water system
as a "pass-through" to provide
water for a new power plan, being
constructed to provide steam for
West Point Pepperell Inc.
