Finding of No Significant Impact It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly the above-named Town has decided not to prepare an Environmental Impact State ment under the National Environmental Policy Act of 1979 (PL 91-190). The reasons for such de cision not to prepare such Statement are as follows: It has been determined that the proposed project, which will include the rehabilitation of 31 substandard dwelling units, demolition of 7 dilapi dated structures, relocation of six displaced households, installation of underground drainage pipe and miscel laneous associated drainage improvements and extension of drainage system to ad ditional outfall; and rehabili tation of the Town's sewer system to eliminate inflow and infiltration problems, are not actions which will sig nificantly affect the quality of the human environment. An Environmental Review Record respecting the within project has been made by the Town of Pembroke which documents the environmental review of the project and moie fully sets forth the reasons why such Statement is not required. This Environmental Review Record is on file at the Town of Pembroke Town Hall and is available for public examination and copying up on request at the Town Manager's Office during normal business hours. No further environmental review of such project is proposed to be conducted prior to the request for release of Federal funds. is ? Release of Funds The Town of Pembroke will undertake the projects des cribed above with Block Grant funds from the North Carolina Department of Natural Re sources and Community De velopment under Title I of the Housing and Community De velopment Act of 1974. The Town of Pembroke is cer tifying to NRCD that Pem broke and Milton Hunt, in his official capacity as Mayor, consent to accept the juris diction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, de cision making and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the Town of Pembroke may use the Block Grant funds and NRCD will have satisfied its responsibilities under the Na tional Environmental Policy Act of 1969. Objections to State Release of Funds NRCD will accept an ob jection to its approval only if it is on one of the following bases: (a) that the certifi cation was not in fact exe cuted by the certifying officer or other officer or applicant approved by NRCD; or (b) that applicant's environmen tal review record for the project indicates omission of a required decision, finding, or step applicable to the project in the environmental review process. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be addressed to NRCD at P.O. Box 27687, Raleigh, N.C. 27611. Objections to the release of funds on bases other than those stated above will not be considered by NRCD. No objection received after No vember 16. 1984, will be considered by NRCD. Com ments must specify whether they concern the finding of no significant impact of the in tent to request release of funds.
