JtCC Instructor Helping Establish Industrial Lab
If there was one person you could choose to help establish a
new and innovative industrial maintenance training program
in Robeson County, you would be well advised to consider
Shaffer Smith, a man whose 40 years of experience and
training has earned him the respect of area industry.
Smith, instrumental in launching an associate degree
program in industrial maintenance four years ago, is working
closely with continuing education officials at Robeson
Community College in designing and laying out an Industrial
Maintenance Lab that will provide training and upgrading for
students and employees seeking entry level positions and
advancement in industry.
The ' Qpen Lab' concept, an idea conceived by Smith seven
years ago, requires no preliminary testing for acceptance,
stresses strictly hands-on training and, most importantly,
provides the kind of flexibility that will allow individuals to
work at their pace, during the hours they choose and for as
long as they wish.
"What we'll be providing is basic knowledge," said Smith,
who has taught at RCC since 1981. "This will be a good way
for someone to get his foot in the door."
The lab is being run through RCC's Specialized Industrial
Services Program, a program geared especially to upgrading
and improving the skill level of employees in industry.
William Locklear, the program's coordinator, says plans are
underway to have the lab operational by May 23. It will be
open from 8 a.m. to 8 p.m., Monday through Thursday and 8
a.m. to 2 p.m. Friday. The lab will be located in RCC's new
vocational building, room 1204. Cost is $15 per person per
quarter.
"One of the reasons we haven't been able to offer this type
of training is because there hasn't been the room," Locklear
said. "The new facilities have made this possible."
Five principle areas will be stressed: programmable logic
conlrolllers; machinist training; solid state circuitry; hydrau
lies and pneumatics; and electrical and electronics.
" Shaffer builds confidence in his students," Locklear said.
"He makes them realize that they can be as good as anybody
else.
"His skills are so varied that he can teach anything. Shaffer
is well respected by his students and the industrial
community."
The lab will be outfitted with electrical wiring boards, solid
state experiment kits, program controllers, hydraulic training
units, lathe and milling machines and a service grinder.
Training is similar to that offered in ROC* degree program,
but Smith straaaas that tha lab will not intarfara nor tahs tha
placa of tha program.
"I believe tha lab will improve our aoradmaat in tha
curriculum program, " ha said. "Thoaa going into tha program
will not be going into tha lab anyway. Tha lab will do one of
two things: help that individual got a job or prove as an
incentive for that individual to enroll in the degree or diploma
program."
The lab should be especially helpful for industry looking to
keep iu industrial maintenance workforce abreast of changes
in technology, says Loddear.
"If for example a company gets in new electronic
equipment, they'd be able to send two of three people or ever
how many they wanted to send to this lab, say twice a week for
several weeks or until the training was complete." he said.
It also offers an opportunity for the minimum wage worker.
"It's for that person in the back of the hhoe store stacking
boxes," Smith said. "It's a chance for him to come to Robeson
Community College and get a better job. ?
"Seventy five percent of the industry in this county and
surrounding counties need entry level industrial maintenance
workers. We'll never be able to meet that need; you could
never fill all the positions. It's a way for that person to get his
foot in the door, then he can work his way to fust class or top
mechanic.
'"Ibese entry level positions need people with training and
at RCC they can get that training. That's what I want people to
realize," Smith said.

CAUTION AND PREJUDICE
When outsiders come in
and tell us what to do--or
make promises which are too
good to be true, they likely are
too good to be true! We have
Utg right and the responsibi
lity to find out what their
motives really are! But we
don't have to jump to the
-conclusion that everyone who
belongs to a certain race is out
|o get us. Fve been through
this, first as a child and then
hs an adulL I know what it's
like to hold a prejudice. And I
know how good it feels to be
free from that gripping fear.
Last Friday night I attended
the community meeting at
West Robeson High School.
Each county commissioner
had been asked to appoint the
representative from his/her
district to serve as one of the
original seven members of the
Robeson County Human Re
lations and Unity Commissi
on. Wyvis Oxendine chose to
hold a public meeting and
allow the three racial groups
to meet separately, each
? selecting a nominee to repre
sent their group.
After living and working
with the Indian people here
for over 31 years, I assumed
that I should meet with the
Indian "caucus." However, I
was asked to join the small
group of whites to help select
the white nominee. Now I'm
glad I had that opportunity.
As soon as this group began
talking I could tell that they
Were concerned about the
Welfare of all groups in
Robeson County. I was espe
cially impressed with the
interest shown by Diane Dix
on, a life-long native of
Maxton and a teacher at West
Robeson High. So I made this
comment:
'Ttn glad to see that you all
care. I" ve been trying to tell
.the Indian people that there
are some whites, even some
gho grew up in the county,
Who really care about every

are a lot of white people who
aire. But nobody takes the

APPLICATION BY THE TOWN OF PEMBROKE, N.C.,
FOR FUNDING UNDER THE
HOUSING AND COMMUNITY DEVELOPMENT ACT
OF 197b, AMENDED 1981'
Notice is hereby given that the Pembroke Board of
Commissioners will conduct a public hearing on May 16,
1988, at 7:00 p.m. at the Town Hall, Pembroke, N.C.,
relative to the intention of the Town of Pembroke to apply
for funding under Title I of the Housing and Community
Development Act Die Town of Pembroke intends to submit
an application for a grant of up to $600,000 in Community
Revitalization funds to undertake improvements to
substandard housing and public works improvements
within the Town of Pembroke. The application includes C-l,
C-2, and LI target areas. The C-l target area is generally
east of Pine Street between Fourth Street and Seventh
Street. The C-2 target area is found on portions of Mclnnis,
Graham, Anna, Morrison, and N. Jones Streets. The LI
project includes drainage improvements on Sixth and
Seventh Streets. The projects will include repairs to
housing, housing acquisition and demolition, as well as
public works improvements along Sixth and Seventh
Streets.
Die following is a tentative list of proposed activities and
an estimated budget based on the initial survey of the
project area. The final application will be reviewed at the
Public Hearing.

and comments of the citizens of Pembroke with regard to
the proposed application for Community Development
Block Grant funds.
All citizens are requested and encouraged to attend the
