Property owners are responsible for the disposition of debris and discarded roofing materials removed from their property, whether removed by them or by a contractor, 2. Debris and discarded roofing materials are to be disposed of in a permitted sanitary or demolition landfill only; 3. A permit issued by the County Building Inspection Department must be obtained prior to the removal of roofing materials. One copy of the permit will be forwarded to the Robeson County Solid Waste Department, one copy retained by the Inspection Department and, a copy given to the property owner and to the contractor The contractor will bring the roofing material to the Robeson County Landfill and give his cony of permit to the scale operator, 4. If roofing materials are not brought to the County Landfill within thirty (30) days from the date the permit was issued, the property owner will be contacted to determine if the job is completed, and if so. what was the disposition of the discarded materials. 5. If the property owner or the contractor disposed of the roofing materials illegally, they will be indicted. 6. That violation of any of the provisions of this Ordinance by any person shall constitute a misdemeanor, and. upon conviction a violator shall be punished by a fine not to exceed FIVF HUNDRED ($500.00) DOLLARS or imprisonment ft* not more than THIRTY (30) days. 7. The Robesoo County Building Inspections Department will begin to issue permits on and after May 1,1994. 8.
