The Robeson County Partnership
for Children, Inc. is a non-profit
organization devoted to insuring that
every child enters school healthy and
ready to succeed. The Robeson
County Partnership for Children has
the responsibility for determining
funding and evaluation of Smart Start
activities designed at he local level to
meet county needs. These programs
target children 0-5, and their families.
We arc seeking proposals for thc
following programs from established
applicants. These programs are expected
to demonstrate a collaboration
of resources to accomplish the
purpose of each progtein? Request-'
rng proposals should reflect' an action
oriented approach to the problems
and issues associated with early
childhood and family development.
Programs Open for Proposal:
Child Care and Early Childhood
Programs would include but not
be limited to providing: additional
child care spaces; increasing number
of spaces tor children 1-2 years of
age; increasing availability and ac
cessibility of child care for working
poor families; child care enhancement
grants; grants for safe playgrounds.
Family
Programs would include but not
be limited to: supporting the "learning
together" program already in
existence.
Health
Programs would include but not
- be limited to: enhancing already in
; place newborn assessments; child
safety prevention; injury prevention;
childhood poisoning prevention;
parenting education

JOB VACANCY
Robeson County Solid Waste Department
has the following vacancy
Job Title: Solid Waste Utility
Worker.
Annual Salary: $15,816 00
Examples of Duties: Under general
supervision, performs limited
supervisory and routine manual labor
for the County Sanitation Department.
Work involves overseeing
inmate work crews and assisting in
maintaining cleanliness of the County
Landfill and other refuse collection
sites. Employee is responsible for
picking up and disposing of debris
and refuse, and cutting and disposing
of weeds and other vegetation.
This position reports to the Assistant
Solid Waste Supervisor.
Qualifications: Graduation from
High School is preferred with some
experience in manual labor involving
heavy lifting; or any equivalent
-combination of training and experience
which provides the required
knowledge, skills and abilities. Possession
of a valid North Carolina
driver's license for duration of employment.
Help Wanted
Persons interested in working in
the Compliance Division of the Robeson
County FAS Office (formerly
ASCS) during the spring and summer
and in the tobacco warehouses as
marketing recorders during the late
summer and early fall. This work
involves pre measuringland for crops,
and with aerial observations to determine
crop compliance work. This
will also involve office work in using
measuring devices delineating farm
and crop boundaries and performing
other compliance duties. This is parttime
work and will last approximately
four to six weeks in Marsh and April,
five weeks during the summer and
eight weeks in the fall. Transportation
necessary and experience preferred.

A TRIBUTE TO THE REV. DR. MARTIN LUTHER KING, JR.

"Oh, Tlow "PTeasant It Is for Brethren to Dwell Together in I nirv.."
Greetings of the "Love of Peace" to ALL who are assembled here today in the
Presence of the Holy Spirit.
I am Frances McArthur Cummings, A Successful. Blessed Soldier on the
Political Battlefield.
1 commend the Maxton NAACP and the Robeson County Training School
Alumni for bringing us to this moment of time: engaging us in an empowering
agenda and in celebration of a truly historic personality. The Rev. Dr. Martin
Luther King, Jr.
Dr. King would have us demonstrate empowerment in order to find solutions
to many of our problems and to continue to move progressively forward with
positive change. ,
Dr. King's empowering agenda would move us from inadequate education,
non-ecnnomic security, unemployment, poor health, and the lack of respect,
value, and support of human kind, our families, and our communities.
Dr. Kind would have us realize First, we need to be empowered with the Holy
Spirit and with the necessary attitudes to bring Peace, Love. Joy. Harmony,
Justice. Freedom, and Salvation for and to God's people.
We must manifest new ideas: a different Vision and Goals for ourselves. Being
empowered begins with self, if we want a happier life-style and a brighter
future.

Being empowered means refusing to "be as a back bencher or a slave to
others." We must pave the way for ourselves. We must take chatgcoldfea
situations we find ourselves and take control of our tasks and our lives.
No single person or nrganization can handle this task atone. It takes all of us
working together. These organizations are a perfect tool for helping to bridge
the gap.
In partnership, we can witness a change for the better carrying Dr. King's
message of hope, moral and ethical principles and a more resilient multicultural
country and to strive for equality and excellence in whatever we do
that is good and righteous. We can. then, emerge vicotriously, changing the
directions for ourselves and our communities for equality, justice, and
self-sufficiency. This was Dr. Kings Dream!!
We are of the knowledge that Dr. Martin Luther King, Jr. was assassinated in
1968 at age 39. WHY?
He preached "Justice" for ALL people. Dr. King had a Dream, "that one day
his children will live in a Nation where they will not be Judged by the Color of
their skin, but by the Content of their character.
From 1968 to 1997, Can we say Dr. King's Dream is fulfilled. "NO." Can it
' ever be fulfilled?,ify.BS."
When? The Moment people see Justice that will give "Everyone" his or her
due?respect: dignity. WHEN? When we seek a "Source of Justice" that will
make us to NOT FEAR "INJUSTICE" but be Courageous enough to
Corrrcct the Injustices.
We need Justice that is put forth by TRUTH in Action.
We do live in a Democratic Society, and we know that Justice Delayed is Democracy
Denied. We cannot let Justice become Unjust. We must obey the
Laws of Almighty God and State Laws.
The test of our being here today is not "What's in this March of Freedom for
Me," but US-the People of Robeson County and All other States.
The fight for Fairness. Justice, and Change of Thoughts toward L's, will not tie
Won by Political Party General Elections. (Example 1997-1998. Robeson.
Hoke, and Scotland Counties?District 87 will not have a "Voice" in the
Majority Leadership.)
Frances McArthur Cummings was the ONLY Voice in the Majority
Leadership, therefore, my Successful Legislative Achievements wilf not be
Surpassed in 1997 nor in |998.
Dr. Martin Luther King, Jr. and I have given our "Ideas of Wisdom" to lead
our people in a "New Direction" - an agenda declaring there is NO TIME or
Tolerance for the Rampant Racial Discrimination and Oppression, Poverty
and Lack of Opportunity being put upon us.
Our agenda declares that people of all Races and Creed Must Live Together in
Peace and Harmony, inspite of Political Party Affiliation or Denominational
Church Membership.
The Greatest Power we have is the "Power to Choose." Yes. Almighty God
"Created All Men Equal." The Equality is the Red Blood Flowing through
each of our Veins. There is No "White Blood."
Our Agenda declares that all the prejudices and Injustices based on Racial
difference Ml'ST BE ELIMINATED.
Dr. Martin Luther King, Jr. and 1 desire that which makes Life Better for
ALL People in Maxton, Robeson. Hoke, and Scotland Counties?District 87
and other States.
I Close by Extending and Invitation to join me in Standing Strong and Firm
for what we know is Right for Ourselves and others.
Let's rebuild our Image, protect our People, insure that our Rights are
protected and Continue to Strive for Equality and Justice for all People. We
must do this in a Peaceful manner.
Together, we must Successfully "Break down Barriers of Racial, Political, and
Economic Injustice." There is "No Time to Waste" for Lawmaker to
introduce Legislation to Benefit us for a Better Tomorrow. To Make Change
become Possible, Let's Keep Dr. King's Dream Alive and Stand beside Me, *
Frances McArthur Cummings, with Prayer that the Holy Spirit will Continue
to Inspire Me as 1 inhale the Holy Breath of Life.
