Lowry, M.D. Dr. Rhonda Lowry is a Robeson County native who received her bachelor of science degree from Pembroke State University in 1990. She then went on to earn her medical degree at the East Carolina University School of Medicine in Greenville, NC, in 1994. After graduation, Dr. Lowry participated in an anatomic and clinical pathology residency program at the Pitt County Memorial Hospital, also in Greenville. She recently completed the Southern Regional ARTEC Family Practice Residency in Fayetteville. She and her husband make their home in Pembroke. I On or about June 28. 1999. the Town of Pembroke will request the North Carolina Department of | Commerce. Commerce Finance Center, to release Federal Funds under Title I, of the Housing and Community Development Act of 1974, (PL93-383) for the following project: Pembroke Community Health Center Economic Development Grant The Project will utilize funds to address the installation of approximately 3,950 LF of water main and 2.950 LF of 8 inch gravity sewer improvements. First Health of the Carolinas will construct a new Pembroke Community Health Center (27.000 sf> to include the creation of approximately 27 new employees. Town of Pembroke, North Carolina Purpose of Notice I This notice is intended to meet two separate procedural requirements of 24 CFR Part 58; (1 )to provide notice to the public that the Town of Pembroke has determined that the Request for Release of Funds for the above-named project will not have a significant impact on the environment, and (2) to provide notice to the public that the Town of Pembroke is requesting Release of Funds for the above named project. Finding of no Significant Impact It has been determined that such request for Release of Funds will not constitute an action significantly affecting the quality of the human environment and accordingly the Town of Pembroke has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 911-190). The reason for such decision not to prepare such statements are as follows: * The proposed project will provide the installation of approximately 3.950 LF of water main improvements to serve the new health center; * The proposed project w ill provide the installation of approximately 2,950 LF of 8" gravity sewei improvements to serve the new health center: * The proposed project does not involve wetlands; and * The proposed project will not have no adverse effects on natural, ecological, cultural, or scenic resources. ' An environmental Review Records respecting the within project has been made by the Town of Pembroke which documents the environmental review of the project and more fully sets forth reasons why such statement is not required. The Environmental Review Record is on file at the above address and is available for public examination and copying at the Town of Pembroke Town Hall between the hours of 9:00 a.m. until 5:00 p.m. Monday through Friday. No further Environmental Review of such project is 1 proposed to be conducted prior to the Request for Release of Federal Funds. Public Comment of Findings All interested agencies, groups, and persons disagreeing with this decision are invited to submit written I comments for consideration by the Town of Pembroke to the office of the undersigned. Such written comments should be received will be considered and the Town of Pembroke will not request the Release of Federal Funds or take any administrative action on the within project prior to the date specified in the preceding sentence. Release of Funds The Town of Pembroke will undertake the project described above with Community Development Block Grant Funds from North Carolina Department of Commerce under Title I. of the Housing and Community Development Act 1974. The Town of Pembroke is certifying to the Department ofCommcrcc that the Town and Milton R. Hunt in his official capacity as Mayor of the Town of Pembroke consent 10 accept the jurisdiction of the Federal courts if any action is brought to enforce responsibilities in relation to environmental reviews, decision making and action, and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the Town of Pcitfbw>kc may use Community Development Block Grant Funds and the Department of Commerce will have satisfied its responsibility under the National Environmental Policy Act of 1969. Objectives to State the Release of Funds The Department of Commerce will accept objection to this approval only if it is on one of the following bases: (a) that time certification was not in fact executed bytheccrtifyingofilceror otherofficcrofapplicant approved by the Department of Commerce: or (b) that the applicant's Environmental Review Record tor the project indicates omission of the required decision, finding or step applicable to the project in the Environmental Review Process. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58). and may be addressed to the North Carolina Department of Commerce, Commerce Finance Center. 301 N.
