Dr. Zoe Locklear resigns UNC-P post for
NCDPI Associate superintendent position
PEMBROKE ? Pembroke native Dr. Zoe Locklear has resigned
ner post as Dean of the School of Education at the University of
North Carolina at Pembroke in favor of an associate
superintendent's position with theN.C. Department of Public Instruction
in Raleigh. Her duties will include responsibilities in
leadership development and special services. Dr. Locklear resigned
Thursday (Aug. 8) at UNC-Pembroke.
Locklear will also be in charge o.f two divisions, including exceptional
children's services and human resource management, and
the Office of Charter Schools. Human resource management includes
teacher licensing and teacher education and teacher recruitment.
She also resigned her position Wednesday (Aug. 7) on the state
board of education where she had served since 1999.
Former Miss N.C., Rebekah Revels, keeps scholarship
monies and continuing accolades and support
ST. PAULS-Plans continue in Rebekah Revels' hometown of St. Pauls
to honor her with a parade and reception on Friday. The event begins at 5
p.m. at the R.A. Hooks Community Center on third Street.
A former Miss Lumbee. Ms. Revels was forced to resign when a former
boy friend revealed that he had taken photos of her when, according to
her. she was changing clothes. The photos reportedly show her from the
waist up.
Miss North Carolina pageant officials recently notifed Ms. Revels that
she would be allowed to keep her scholarship monies of S 12.000.
Many Robeson ians of all colors and hues have remained strong supporters
ofMs. Revels despite the lossofher title. She has cnducted herself
with dignity and grace, according to just about every reader this newspaper

Finger Printing for Children
Scheduled August 31
CUE Center will host a finger printing in an effort to aid children with
a current photo, finer print and useful information concerning missing
children and adults The event will be held at the Wal-Mart on Main
Street 1 Hope Mills. NC from 10 a.m. until 2 p.m. August 3 J. 2002
(Saturday CUE will feature Kent Jacobs a missing man from Hope
Mills. NC to bring awareness of lus case in hopes to produce any new
information concerning his disappearance The family of Tristcn
Myers, a missing chid from Roscboro. NC will be on hand to aid in
this event CUE Center is a nonprofit organization that aids all 100
counties of North Carolina's families who suffer a missing loved one

Problems with Software
Delay Tax Notices
Problems associated with the tax software may delay the delivery
of tax bills beyond the discount period during the month of August
All owners of taxable property who wish to receive a discount for
early payment during the month of August are encouraged to make
payment directly to tax administration Payments will be calculated
using the prior years billing. Any underpayments will be billed after
the discount period, and any overpayments w ill be process as refunds
following the tax billing Tax Administrator Garrett Alexander said
that he is still hopeful that bills w ill be sent during the month, but it
appears that problem with the information systems will delay mailing
until the third or fourth week of August
Cher the past nine months. Tax Administration has continued the
process of improving the information systems purchased sc\cral years
ago. however problems with the interface between the two primary
sy stems continues to interrupt operations Changes to improve statutory
compliance and property classification by the software have been
ongoing over the last nine months Steps taken in the previous year to
create the tax billed for 2001 adversely affected those changes 2001
was the first year Robeson County billed taxes from the new software
systems Mr Alexander said, "the new systems enhancements
developed for the County to calculate elderly exemptions and transfer
data between software programs required a number of updates and
tests to resolve problems caused by last years billing process
Unfortunately program preferences used for the first billing in 2001
had foreseen consequences that required significant evaluation and
alteration The program enhancement deployment delays have
prevented an earlier billing. We are still working diligently with the
software companies to create the 2002 tax bills
The Tax Administrator advises every one wishing to lake advantages
of the discount period to make payment prior to the end of August
You do not need a bill to make a payment Receipts for payment will
be provided. Those citizens with large numbers of properties arc
requested to pay by check or money order as some delay may occur in
preparation of large numbers of receipts You may contact Tax
Administratorby phone or in person.

Miss Revels, w ho won the state title of Miss North Carolina in June,
and resigned in July , will be honored by her hometown of Si Pauls at
the R E Hooks Community Center during the hours of 5 P.M. to 8
PM She will arrive in a horse drawn carriage after a small Board
Street Parade.
At the reception. Miss Revels will sing the opera ana that helped
her win the slate title
A scholarship lias been established in her honor It w ill be presented

Association Inc. and everyone that
is interested To attend an 'open
meeting" on Saturday August 17.

& Arts Group
The 27 year old
amphitheater that sits on the
grounds of the NCICC is unused
with the exception of the
occasional wedding 8 months out
of the year. There arc many events
that can be held at the site and alot
of people would come not want
come to see Strike at the Wind
The purpose of the group w ill
be to have events at the Adolph L.
Dial Amphitheater such as plays,
pageants and other events "There
arc alot of show etc . that can be
put on at that amphitheater It
shouldn't just have to sit there for ,
8 months out of the year and just
rot and decay Just think of the
money that can be made out there"

Leveraging Tribal and
Non-Tribal Funds

Funds made available by the USDA Commodities program and the
Lumbcc's Tribal Council Community Services Partnership Food
Distribution program has enabled Mt. Hebron Church to set up separate
food distribution programs. For the next three months, the church will
distnbutc USDA Commodities each Saturday and Thursday and these k-.
food will be available for all needy families in the community. On *
Mondays from 6:00 to 10.00 P M only needy Lumbcc families may
receive food purchased with funds made available from the Lumbcc
Tribal Council
While the church has established a distribution schedule. Margina
Jones Director of the Church Outreach Food Distribution Program,
said if someone is hungry call the church any member can open up
the building. Doesn't have to be only those days So please call if you
arc in need and we will see that your receiv e some help
Individuals arc encouraged to bring boxes or bags and to offer their
assistance as v olunteers is needed

Joins Pembroke Family Practice
Jessica M Tucker. MD has joined the staff of Pembroke Family
Practice Center, one of Scotland Health Care six niral health clinic
located through Scotland. Robeson, and Marlboro counties. Dr Tucker
joins Dr Martina Dockers-Bullard and Physician Assistant Denis
Ricard in providing care to patients of all ages She comes to Scotland
Health Care System from Self Regional Health Care System in
Greenwood. South Carolina Where she recently completed a threeyear
residency in Family Medicine
While in training. Dr Tuckers was the recipient of the prestigious
Mead Johnson Award fir Graduate Education in Family Practice She
was one of 20 national recipients chosen for this award out of 170
family practice nominees, and the only nominee from South Carolina
According to Dr. Gary Goforth, director of the family practice program
Self Memorial Hospital. Dr Tucker's selection was based on
her leadership qualities, scholastics achievement, community service
and exemplary patient care "She gives unselfishly of her time and
talents by serving as a patient educator with the New Haven Apartments
latino Community, informing them about issues such as tuberculosis.

has served as a medical mission volunteer on trips to Nicaragua and
Honduras, and has provided medical care to the patients in the Green

Dr Tucker is excited about come back home to practice medicine
and joining the Pembroke Family Practice StafF. stating "1 am look
forward to working w ith Dr Dockcry -Bullard and Mr Ricard and to
building the medical practice in Pembroke. In addition to English I
speak fluent Spanish, which I feel will be a great asset to the practice
and provide better access to health care In intend to pay and active
part in the Pembroke and Laurinburg communities "Dr Tucker has
special interest in women's and adolescent healthcare"
Dr Tucker grew up in Favcttcvillc. North Carolina where she earned
a B.S degree in Biology at Favcttcvillc State University. She is a
graduate of East Carolina University School of Medicine in Greenville.
North Carolina, and is fluent in both English and Spanish She is married
to Michcal Tucker of Wilmington. North Carolina, who has a
Masters in Business Administration The couple make their home in
Laurinburg They have a daughter Carmen, who is one year old
