The program serves Indian and Native A ntericans in J.RDA's des"ignored sendee area which includes Robeson, Scotland, Hoke and Bladen Counties. The purpose of the program is to truin and/or employ participants to be more competitive in the labor force. William E. Locklear. WIA Director, serves on the National Indian and Native American Advisory Council and represents other Indian grantees in the Southeast. Recently while attending an advisory council meeting in Washington, D.C. he had an opportunity to meet with the Secretary of Labor, Elaine Chan along with the Assistant Secretary Emily S. De Rocco. The ride of the council is to advise the secretary of issues relative to employment and training programs. Locklear is shown with the Secretary and the Assistant Secretary of the Department of Labor.
