Wa have been accused of batting in l but wa are going to preaeot sonic facts and diacuae some principles of govern ment ia eonaectaoe with the way tha Democrat are administering affair in North Carolina. It ia the reiterated bout of the m oc ratio laadera that ttieir party favor local eelf-goverunient. Thia they lay aa a nattering unction to the asule ef the dear people, at election truss and, when their party representatives meet ih gen erai assembly, they leihflate if the people were errta to lie governed inalead of freemen to govern tiiemeelvea. We have had aome evidence recently ou high Democratic authority that the party'e devotion to !oal wlf govern ment ia not inauilc! when tile tet ia applied i and ita much pufftd up respec tability, when put ou lf trial, ia t neither an exclusive truat or a aubstan tiaJ meucpoly. audit and finance, Miperurtradeat of streets, superintendent of waterworks, 4ve menatiexa of polio and fx oonuaia iosi, Ave meaeber of water and newer age comniiaeion, fir aiember of street ooraruiaaion or about 37 oxecutir f heera Its employed police anea, firomea and atreeta bauds number about forty. And to these officers has been addad a re.-oi.ler and his official clerk. Jl sjipears that the laat legisUtore created the police and fir eommiasion, giving it full power over these depart-nx-ma. and created a recorder' court, without consulting the wishes of the community. Ta fact, at th previous laws not needed propoaniuo iur le.oi.i.ra court had been voted dowa lit the people. And it I claimed that nothing has been done by e sheriff or the chief of police, or their aubordinate, all of whom are liemocrats, to suppress viol lions of the liquor laws. One writer in the paper de clares : A IVmocn.tlc paper apks: "Vint ia a Republican It I the pi.rtv from whi 'h the Democratic Insurgents in Wuke stole their platform t The Baltimore Sun heads an editorial, "Ta People Betrayed by the Bowses." Shrinking from the light of day hulking in dark places -awhnr hke a uuake in th jungle that iut alxmt da ecribe th fellow who ahoots from ambush. We have had more crime of a eerioua nature in this city in the past ten years than at anv previous decade. One be fore the writer directed attention to the statistics in a published article. If wards of 60 homicides have occurred this city, easily within 12 years, with few aprehensions of the criminals and few convictions. Statistic are at hand to verify this assertion. Whither are we drifting? If to lawlessness, thea the progres of our city will be retarded socially and economically. It i time to act W have a right and the cause to demand of the police commission a competent polir department. Tile earn writer ha declared th chief of police (a Democrat) Is unfit for office ami describe the sheriff of New Han over la Democrat! as "a mummified in carnation of official inertia," which leads one of our Charlotte rontemporarie to remark that, "conservatively speaking, the language is vivid." Nor do w find in th Wilmington paper any defenee or exoneration of th alleged conditions in that city. a a a Nor dee the record of Democratic ia competency and failure, eo far a Wil mington ia ooncerned, end with th fore going. Ia a puhlished poch by J. 0. Carr, a prominent attorney, aad one a Democratic member of th legislature, who preeided over the recent citizens' mass meeting, he arraigned the recorder as not performing hi duty. Now, it appears that th last legisla ture named in th act creating th Re corder's courts for New Hanover county, one John J. Furlong, not a lawyer, nor an educated man of affairs, hut a justice of the peace (making hi living partly thereat) and chairman of th Demo cratic executive committee. He i ALS0 the SCAVENGER OF THE CITY. He wa also, until recently, a contractor J with th city to remove the city trash. He was indicted by the grand jury, for a nuisance in depositing, at Improper plncc, night soil, but the Superior court judge preaidirvjr informed the grand jury that he couldn't je presented by thorn, as th Recorder'" court had original Juri diction. Her recently, aay the Dis patch, he has been actively around the polls at the Democratic primane aeek ing the nomination to succeed himaelf; but if violations of the primary lw oc cur, hi is th court of original jurisdic tion to try th offence. Mark yon aril, all this ta th respec table Democratic party, in one of our greatest citie Recorder Scavenger and ward politician not a swrel smell ing mixture, to be sure I And this, too, is th ma whom the Hon. W. W. Kibrhin, Drmoeratw gov ernor of North Carolina, appointed as a delegate to represent this stat at the assemblage of th member of the Amer ica Academy of Political and (Social Sci ence a body of learned gentlemen in the United States, profeaaors and eieatiata, which met ia Philadelphia! And, gan It is hardly worth w hile to r all the evidences of how Wake county Demo crats estimate each other; bow their denunciation of each othar has been ap plied thick and faat in the contest of factions; nor in peace and without mo lests lion do they permit each other to assemble to resolve ths extreme cussed- ness of one another All tins win m found in rsoent numbers of that demo crat of democratic journ!- the News and Observer; and, either wy we look at the situation, accepting the vtewa of either of the factions, we find aa ab sen. -a m the prosepctlve 07 tnoae evi dencea of deep concern for local gov ernment, and any manifestations of high respectability that certain Democratic leader would have us believe are the party's monopolized stock in trade. There are stU oilier cases to be considered. It wa not in the long ago, but with in the past twelvemonth or so, that Hobeaon county beheld Democrats ar rayed and arraigned against Democrats becaua the Democratic legislature had passed a bill creating board of audit eompoard of Democrat named ia the l.ill as the member of the board which, the discharge of ita dutiea, proceeded to investigate the Democratic officials of that county. This board filed a writ ten report scciiaing certain Democratic officials of the misapplication of county nds, arraigning the Democratic com missioners for selling goods to the conn ty contrary to law, and sundry other accusations and criticisms of the admin- trution of the Democratic county offi cials. These things -if true- -did not evidence that Kobeson county was hav ing at the hands of Democratic officials n a tolerably efficient or correct coun tv government. Tbire followed, from a Democratic .Theelliiirse and ex sheriff of that coun ty, also from the Democratic county commissioners, replica, explanations and lefeiifes, accompanied by severe criti cisms of the board of audit of the coun ty, until page after page of printed evidence of each other's wrongs, malfea sance in office, neglect of duty, and gen eral shortcoming, wer circulated throughout that county. If all the crimination and recrimina tion of these Democratic officials of each other ware true in part upon their owa eatimnta of one of the other, the impartial judge would have concluded that not in Robeson county would be found a Democratic monopoly of respec tability, or Democratic trust in official character and efficiency. e a J u consider now still another sec tion aad another case.
